Please read through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within 5 years of the effective date, notified LCID landfills will need to be properly closed or obtain a permit from the Division of Waste Management. Please contact me to discuss the requirements to properly close the LCID. 1. The facility is a notified land clearing and inert debris (LCID) landfill. The disposal area for the notified LCID landfill shall remain under two (2) acres. 2. The facility is properly secured with a locked cable. 3. At the time of this inspection, the facility was observed overgrown. The facility needs to be mowed for proper inspection. Woody vegetation also needs to be removed from the top of the waste and side slopes. 4. 15A NCAC 13B .0201 (g), "Disposal area boundaries for landfills permitted in accordance with Sections .0500 or .1600 of this Subchapter shall be delineated with stationary markers affixed to the ground. The markers shall be of height and spacing so that they are distinguishable from the surrounding landscape, and so that the adjacent markers are visible when standing at a marker." Permanent waste boundary markers were not able to be observed due to the overgrown vegetation. 5. Digital pictures were taken during the inspection. 6. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up inspection in 30 days to ensure issues noted in this inspection report have been addressed.
