WWC had failed the lab pathogen test at this time. Site visit was conducted to trouble -shoot composting system. The
following areas were identified as potential areas where cross -contamination might have been occurring:
• Auger Tub — material may be cross -contaminated if newly introduced waste/leachate reached cure end
of auger tub, negating the high -temp cure process. Discussed curing one batch of waste at a time.
• Secondary cure piles (AB/C/D) — Tractor shovel may be cross -contaminating (not dedicated to
composting unit, used elsewhere on farm maintenance activities) cure piles. Discussed sterilization of
shovel prior to use on cure piles. Possible vector recontamination could occur.
• Final pile/screening area — possible vector recontamination could occur.
• Sampling — recommendations to improve sampling: sample from deep within pile (avoid surface),
decontaminate trowel with bleach solution, use of sterile gloves, use sample jars provided by lab, use
decontamination procedure (water, soap, water, acetone, water process), get samples on ice
immediately and transfer to lab at proper temperatures.

WWC had improved composting process and had passed recent pathogen test. The following changes had been made:
• Smaller batches removed from Auger tub at one time (to ensure that material removed had reached
Secondary cure piles (AB/C/D) were being fluffed weekly to aerate.
• Trowels and tractor bucket were being decontaminated during pile maintenance and sampling.
WWC requested full permit approval at this time (email correspondence to L. Patterson).

1. On site to conduct final audit (comprehensive) prior to permit approval. Audit participants included: M. Scott,
A. Keller, M. McKinay (who will be taking over composting operator position from Amy Peddie).
2. Changes in operations (to improve pathogen test results) were discussed (from 8/13/09 site visit).
3. Leachate management language in Operation Plan must be edited to remove the "evaporation" process for
leachate leaving the auger tub.
4. Soluble Salt levels considered high (>190) when greater than 50 ppm. M. Scott stated this is typical for
pre/post consumer food wastes and that the final product should be mixed with non -composted mulch in order
to create a better product for use in gardening/landscaping.
5. Piles have a 4-6 month total cure process. M. Scott stated that screening (lab testing) should be conducted

twice a year to meet Rule requirements.
6. The last solids test was conducted in 12/4/08. Should be conducted twice a year with 1/a" screen. Report solids
test in percentage solids (%).

7. M. Scott stated that WWC can submit updated Operations Plan and request a full permit approval.
8. Approval of permit granted on November 4, 2009.
