STATUS OF PERMIT:
Pending — Revised Permit Application and Operation & Maintenance Manual on file (per 12/04/08 letter)
PURPOSE OF AUDIT:
Comprehensive Audit
AREAS OF CONCERN AND COMMENTS:
1. Solid Waste Section on site for Comprehensive Audit. Permit #44-10 was revised, along with Operation &
Maintenance Manual. A letter from DENR Solid Waste Section, Composting & Land Application Branch dated
December 4, 2008, indicated that the Sunburst Trout Company was to review the comments on the revised Permit
Application and the Operations and Maintenance Manual (possibly submitted 5/07) and provide responses to the
Section as soon as possible.
2. General comments: Sunburst Trout Company is currently operating the existing composting system and final product
is being sold/taken off site. The Pigeon River is located —50-feet from the composting structure (as noted in original
permit). Six small bins, one covered final product stall, and one uncovered final product stall are located on a concrete
pad. During previous audit (3/10/09), dried leachate was observed on surface of concrete pad. Overall facility
appeared to be maintained and site access was controlled.
3. General Comments/Items of note:

• Leachate is collected in a septic tank. The tank area needs to be maintained (mowed for visibility and access)
and as there is no high-level alarm on the tank, regular (and recorded) checks of the leachate level should be
conducted.
• Uncovered bin with final product should be covered with a tarp (to avoid saturation and run-off)
• Transport of product from curing bins to final cure pile is done with a bucket loader. Note that the bucket loader
should be decontaminated between uses in cured versus uncured piles.
4. Temperatures noted during audit: bin #1 @ 104' F and 106' F, bin #4 @ 104' F, and bin #5 @ 108' F.
5. Michael Scott discussed letter (referred to above in item #1) which required response on several issues.
Primarily items noted again on site: the fecal limit (<1000) needs amendment in Operational Plans,
application requires an aerial map with 1"=400' and with a 1/ mile radius from the facility visible.
Additionally, M. Scott will email R. Edwards with Division of Water Quality to discuss a DWQ site
evaluation.
6. The primary issue noted on site involved the leachate seepage from the covered cure bins (on the left in
photo below), across the uncovered concrete pad toward the final cure bin (photo on right)
During the audit, a visible leachate trail left the surface of the concrete pad and pooled in the soil left of the final cure
pile station (see photo below).

The facility must control this leachate and avoid any release of leachate from either the curing bins, or the final
cure pile, from leaving the concrete pad. The leachate should be captured by the leachate collection system, into the
septic system, for transport and treatment.
