Primary purpose of site visit on 08/07/09 was to review status of #44-07 White Oak Landfill. Conducted walk through of facility. The tipping floor and transfer trailer loading area had been recently washed/cleaned windblown materials were minimal. No issues noted. The permit #44-08T and records were available. FACILITY COMPLIANCE AUDIT REPORT Division of Waste Management Solid Waste Section Page 2 of 2 2. During the 08/14/09 site visit, no issues were noted. The baler was in operation and the baling area had been washed down and cleaned. The tipping floor had been washed down recently and operators were present for waste screening. The white goods collection area was manned and incoming loads were being screened. All refrigerated units were upright. No windblown material issues noted. Present for County Health Department ordinance task force meeting (second meeting) on 9/24/09. Met at facility after ordinance meeting to discuss following issues: • Haywood County has purchased a GEM-2000 for landfill gas monitoring (of 44-07 and 44-03 facilities). Retrofits to the LFG wells at 44-03 are scheduled. • The County is interested in updating Operational Plan to incorporate all updates, including the introduction of a sharps collection station at the transfer station. • The baler is being brought off-line for scheduled maintenance. It was discussed that the Operational Plans could be written to accommodate baler down -time and the associated changes in operation. • The Materials Recovery Facility (MRF) on site will start accepting fluorescent bulbs. Safety training for employees is planned. 4. On 08/26/09, S. King notified the Section that a white goods load (scrap metal) from the #44-08T facility had been rejected at Omni Source. Radiation Protection (Dr. Cliff Harris) had been contacted to direct the investigation (incident report #09-41). Following the investigation, the items which had triggered the radiation detection system were identified as containing NORM (naturally occurring radioactive material) levels of radiation and were recommended by the Radiation Protection branch for disposal at the MSWLF (#44-07). As these items are classified as white goods (water heater and associated pump), the disposal of these items for the specific scenario outlined here constitutes an "occasional disposal of a small amount of prohibited solid waste and would be allowed" by the Section.
