The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. On site to conduct comprehensive site inspection and complaint follow-up. Facility was permitted to operate
one I0,000-gallon steel tank, four 3,000-gallon steel tanks (all located inside site structures), and two buried
900-gallong tanks for the storage and decanting of domestic septage.
2. All permitted steel tanks were located inside of site structures and the facility controls site access (fencing)
with "No Trespassing" signs posted. No odors were detected at the property boundary and no vector issues
were noted. It appeared as though the approved setbacks were being met.
No alarms are utilized on the tank systems (for high liquid level detection). It was stated during previous
inspections that the tanks are pumped into and out of on a daily basis — they are utilized as holding tanks
(hauled under the NCS-00096 FIRM permit). Septage appeared to be transferred to/from the detention
facility in a safe and sanitary manner. Lime was in use and available to neutralize any spills. It is possible
that some lime was tracked by trucks leaving the facility, but there was no indication of this issue at the time
of the December inspection. Good housekeeping practices were discussed with the owner but no issues were
noted at the facility at the time of the inspection (minimal -to -no odors, no tracking, no leaking trucks, caps
were present for all valves).
4. The permit application lists the following disposal facilities: Buncombe County MSD, Waynesville WWTP,
Hendersonville WWTP, and CE Taylor Pumping in South Carolina.
5. Overall, the facility appeared to be well -managed and in good operating condition.
