This is an annual notification and must be submitted by June 1 of each year.
PURPOSE OF AUDIT:
Comprehensive audit of Type I Compost Facility

AREAS OF CONCERN AND COMMENTS:
2. Notification YWN-50-006 was issued to The Town of Sylva on June 8, 2010.
2. The site is located next to the Sylva Reservoir and Pumping Station on Grapevine Drive. The buffers appear
to have been maintained in accordance with 15A NCAC 13B .1404 (2) and (3). The site is not in a flood zone
or in standing water. Easy access is maintained to the site. Uncontrolled public access is prevented by a steel
cable across the entrance.

3. Leaves were collected by Town of Sylva staff and placed in two wind rows. The collection of leaves began
on October and finished about four weeks ago. Only leaves and a very small amount of woody vegetation
were observed in the pile. Temperatures were taken on a semi -regular basis. Additional temperature records
were received on January 25, 2011 which indicated temperatures taken in December were above the 131 °F
requirement, however, the temperatures were not taken consecutive days. Temperatures need to be taken on
consecutive days when temperatures reach 131 °F to ensure that the requirement in 15A NCAC 13B .1406
(10) is met.
15A NCAC 13B .1406 (10) states: "Compost process at Type I facilities shall be maintained at or above 55
degrees Celsius (131 degrees F) 3 days and aerated to maintain elevated temperatures. "
