PURPOSE OF AUDIT: Initial inspection of the new yard waste site. NOTICE OF VIOLATIONS: None You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Statute or Regulations. For the violation(s) noted here, you may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. STATUS OF PAST NOTED VIOLATIONS: NA FACILITY COMPLIANCE AUDIT REPORT Division of Waste Management Solid Waste Section Page 2 of 3 AREAS OF CONCERN AND COMMENTS: 1. The Yard Waste site is located on Bladen Street, NC PIN 026809160640 (according to county GIS). This is an approximately 131 acre site owned by the Town of Bladenboro. 2. The site is for use by the Town of Bladenboro. 3. 1 recommend that you read and familiarize yourself with all of the rules associated with operating a Type I Compost Facility provided with your notification form. 4. A yard waste notification form was submitted to the Division by the Town of Bladenboro for this site in January 2010. The notification forms must be completed and submitted to the Division of Waste Management on an annual basis by June lsc of each year. Please submit the notification form to the Division. 5. The access road to the site goes through the WWTP property and was in good condition at the time of this audit. 6. The WWTP operator inspects the site and the gate access from the WWTP is locked after hours. Please remove any unacceptable wastes for proper disposal as soon as they are observed. 7. Small facilities are those that receive less than 1000 cubic yards of material for composting per quarter, and occupy less than two acres of land, except that a Small Type 1 facility shall process or store less than 6,000 cubic yards of material per quarter. 8. Waste type was correct at the time of this audit. The site was less than one acre at the time of this audit. Waste should be confined to a less than two acre footprint. Please continue to mow and maintain the site properly to allow for compliance inspections by Bladenboro and NCDENR personnel. 9. A 50' buffer is required between the property line, perennial rivers/streams and compost piles. I recommend that you install permanent visible markers identifying the property line and buffers. There should be a 50' buffer between the Yard Waste and the WWTP property. 10. Temperatures should be taken according to the rules for Small Type I facilities ensuring that pathogen reduction has been completed prior to handling by employees or citizens. Yard waste facilities shall follow the time and temperature requirements listed in 15A NCAC 13B .1406(10) for all yard trash feedstock. The temperature requirements include the compost process being maintained at or above 55 degrees Celsius (131 degrees F) for 3 days and aerated to maintain elevated temperatures. Yard trash is defined within 130A-290(a) (45) as solid waste consisting solely of vegetative matter resulting from landscaping maintenance. Leaves from landscaping maintenance and grass clippings are considered yard trash. 11. A 25' minimum distance is required between compost areas and swales or berms to allow for adequate access to firefighting equipment. 12. 1 recommend that you windrow the yard waste into manageable piles that staff can manage with town equipment. 13.
