Site appeared to meet buffer requirements. Note that materials should be maintained at a distance of 50-feet to all property lines. Additionally, grinding operations require a 200-foot buffer from all residential dwellings and commercial or public buildings. No surface waters noted in the vicinity of the mulching operation. FACILITY COMPLIANCE AUDIT REPORT Division of Waste Management Solid Waste Section Page 2 of 3 3. No unacceptable waste was noted in the mulch piles on site. All material was ground at the time of the inspection. No standing water was noted on site. Access between mulch piles was maintained. It is recommended that 25-foot spacing occur between windrows in order for fire suppression. 02/03/11 Finished product storage area. 4. Please ensure that the facility accepts less than 6000 yds3 of material (raw or processed) per 3-month period. 5. Please continue to maintain operational requirements as outlined in your Notification form. Note that this facility is for the treatment & processing of land clearing debris (mulching operations) and not for the disposal of such materials. 6. Discussion regarding the site approval for a Temporary Disaster Debris Staging Site (TDDSS) occurred with Mr. Scott Garrison during the inspection and with Mr. Bill Garrison (phone conversation 5/24/11). As stated, the approval of the facility as a TDDSS site would allow for material funded through FEMA/State Emergency projects to be managed/stored and processed at the facility. Attached is a sample of a TDDSS Site Selection Evaluation Sheet which would be submitted for the facility if you choose to go forward with the approval process. Also attached is a GIS map indicating the multiple parcels listed as Garrison parcels — please review and contact our office (A. Keller) to clarify which parcel the grinding and potential TDDSS operations occur on. FACILITY COMPLIANCE AUDIT REPORT Division of Waste Management Solid Waste Section Page 3 of 3 7.
