STATUS OF PERNUT:
A Land Clearing Debris Treatment and Processing Facility Annual Notification Form was received by the Solid
Waste Section on May 11, 2010.
PURPOSE OF AUDIT:
Comprehensive Audit
NOTICE OF VIOLATIONS :
None
You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to,$15,000 per day may be assessed
for each violation of the Solid Waste Statute or Regulations. For the violation(s) noted here, you may be subject to enforcement
actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and
Rules.

STATUS OF PAST NOTED VIOLATIONS:
None
AREAS OF CONCERN AND COMMENTS:
1. During the inspection, it was discovered that this facility receives mulch from other parties and performs a
second grinding as explained by Mr. Jarrett. No land clearing waste is ground at the property. Therefore, a
Land Clearing Debris Treatment and Processing Facility Annual Notification Form is not required for this type
of activity. Future submittals of the Notification Form will not be required.
2. Erosion and sedimentation control measures were installed on site. Temporary silt fence had been installed
along the southern perimeter of the facility and multiple check dams had also been installed. It is recommended
that washed stone be added to the upstream face of the stone spillways of the check dams.
3. Good access was provided around majority of mulch piles to allow access by firefighting equipment
4. No standing water was observed.
5. If operations change in the future to include grinding of land clearing waste: to include stumps tree trunks, limbs
and leaves, or high carbon ratio yard trash that results from landscaping and yard maintenance such as brush and
tree limbs, a Land Clearing Debris Treatment and Processing Facility Annual Notification Form must be
completed and submitted to the Solid Waste Section. For questions, you may contact Michael Scott,
