The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
A copy of the new LCID rules, which became effective on January 1, 2021, are provided with this report. Please
read through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within
5 years of the effective date, notified LCID landfills will need to be properly closed or obtain a permit from the
Division of Waste Management.
1. The facility is a notified land clearing and inert debris (LCID) landfill. The disposal area for the notified LCID
landfill shall remain under two (2) acres.
2. The gate was not locked at the time of this inspection.
3. Edge of waste markers were not visible during this assessment. Permanent edge of waste markers need to be
installed identify and to ensure that the waste footprint is under the 2-acre limit.
4. Unacceptable wastes, such as broken concrete with metal reinforcements, plastic drainage pipes, and broken PVC
pipes were observed along the working face. Metal is not inert and must be cut flush with the concrete. The
unacceptable wastes must be removed and properly disposed of.
5. Several areas of broken concrete were observed in the active and non -active portions of the western side of the
landfill. In accordance with 15A NCAC 13B .0566 (3), "All waste shall be covered with a minimum of six
(6) inches of soil monthly, or when the working face reaches one (1) acre in size, whichever occurs first."
6. In accordance with 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall
not exceed a ration of three horizontal to one vertical at any time." The western side slope was identified to
be steeper than 3: 1. The western side slope needs to be properly covered and graded.
7. The southern portion of the site need to be mowed to allow for proper inspection.
8. Woody vegetation was found to be growing in the southern portion of the notified LCID landfill and needs
to be removed.
9. Digital pictures were taken during the inspection.
10. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
