AREAS OF CONCERN AND COMMENTS:
1. On site on 08/14/09 to confirm that the area of waste management had been marked and mowed. The area was
marked with wooden stakes, mowed, and was approximately 60' x 125' in size.
2. Arrived on site (09/24/09) to determine if the facility had started the compost demonstration project. Two
small (2'x2') piles of waste (food scraps) had been started — both piles had been placed directly on the ground
and one pile was uncovered and in various stages of decomposition. The second pile had some sort of
vegetative waste placed on top of the food scraps, but no sawdust or wood chips were noted. Plastic waste was

As stated in the approval letter from the Section, dated August 25, 2009, item #4 states that the site shall
control leachate generation and run-off. Your application states that the facility will blend "2 part food waste,
1 part leaves, 1 part sawdust, and grass clippings," and that the mix will be placed on a base of sawdust and
grass clippings. Your application also states that the windrows will be covered to avoid saturation and leachate
generation.
4. A. Keller spoke with Allan Morrow on 09/25/09 at which time it was stated that the facility has complied with
the above requirements, the waste has been mixed and covered, and a layer of material has been spread under
the waste disposal area.
