AREAS OF CONCERN AND COMMENTS:
On site on 07/21/10 to conduct facility audit. Spoke briefly with a Haywood Comm. College facilities operator
(Mike) regarding the composting operation.
2. Noted during site inspections (both previous and current):

September 24, 2009: "Two small (2'x2') piles of waste (food scraps) had been started — both piles
had been placed directly on the ground and one pile was uncovered and in various stages of
decomposition. The second pile had some sort of vegetative waste placed on top of the food scraps,
but no sawdust or wood chips were noted. Plastic waste was visible in the vegetative waste.

was stated that the facility has complied with the above requirements, the waste has been mixed and
covered, and a layer of material has been spread under the waste disposal area."
b. February 25, 2010: Site inspection conducted. Food was uncovered at the time of the audit. Tarps and
leaves/sawdust were available.
The demonstration applications states that food waste will be capped with leaves to help eliminate odor
and prevent vector attraction.
c. July 21, 2010: Site inspection conducted. Site was overgrown and full inspection was unable to be
completed. Tarps were not being utilized in accordance with the approved compost demonstration
application (daily) as vegetable growth had overtaken the compost pile.
Additionally, food waste was visible, uncovered, and attracting vectors (flies, wasps, etc.)
3. The Haywood Community College compost demonstration expires on August 25, 2010. At this time, the
demonstration project will be terminated based on issues noted throughout the demonstration period. All
compost material must be disposed of at a facility approved to receive it and the site must be restored.
If the college wishes to continue with a composting operation at this facility, they must apply for a full permit
(Small Type 3) and submit an application with the Composting Branch. Please contact Michael Scott (919-
508-8508, michael.scott@ncdenr.gov) regarding the demonstration expiration and permitting requirements.
