Cama Street Charlotte, North Carolina Brownfields Project No. 24036-20-060 H&H Job No. BOU-016 1.0 Introduction On behalf of Boulevard at 235 E Cama, LLC (Prospective Developer or PD), Hart & Hickman, PC (H&H) has prepared this Work Plan to conduct soil gas assessment activities at the East Cama Street Brownfields property (Brownfields Project No. 24036-20-060) located at 235 E. Cama Street in Charlotte, Mecklenburg County, North Carolina (Site). A Site location map is provided as Figure 1. The Site consists of one approximately 0.56-acre parcel of land (Mecklenburg County Parcel ID No. 14902301) that is developed with one approximately 2,100 square feet (sq ft) warehouse building and one storage shed. The eastern portion of the Site including the storage shed building was most recently occupied by an air conditioning repair business for storage of parts and equipment, but is no longer occupied. The Site building is currently used as office and storage space by the Site owner.  The Site and surrounding area are depicted in Figure 2.   1.1 Background The Site was developed with the current warehouse building in 1964 and used for automotive repair operations until the late 1970s. In 1979, the Site was owned by Appling Builders and was purchased in 1984 by the current owner for use as a construction materials supply company. In recent years, the Site building has been used for band rehearsal and small-scale mechanical repair projects. The eastern portion of the Site is currently unoccupied, but has been leased to multiple tenants over the last approximately ten years including a tree removal company, an automobile painting and repair businesses, and an air conditioning repair business. 2 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc Nearby surrounding properties include an automotive repair shop across E. Cama Street to the north, auto repair facilities located adjacent to the east, and residential and commercial use to the south and west. A piped stream is located near the southern Site boundary that flows northwest toward Irwin Creek. 1.2 Previous Environmental Assessments Operations at the Site historically included an automotive repair shop from 1964 through 1979 and automotive painting and repair operations in the eastern portion of the Site for a short time in recent decades. The Site warehouse building has historically been serviced by an on-Site septic system. In addition to on-Site operations, nearby surrounding properties located topographically upgradient of the Site have historically been occupied with light industrial facilities and auto repair shops since at least the 1960s. Results of Phase I Environmental Site Assessment (ESA) activities completed by H&H in April 2020 identified the potential for impact from historical on-Site and nearby off-Site operations as an environmental concern in connection with the Site. H&H completed Phase II ESA soil and groundwater sampling activities at the Site in May 2020 to evaluate the potential for impact from undocumented on-Site and nearby off-Site releases. Previous assessment activities are documented in a Phase I and II ESA report prepared by H&H dated July 2, 2020. The Phase II ESA activities included collection of four (4) soil samples and three (3) groundwater samples for laboratory analysis. Soil samples selected for laboratory analysis were collected adjacent to the former automotive repair building (SB-1), within the septic drain field (SB-2), adjacent to the septic tank (SB-3), and adjacent to the storage shed in the eastern portion of the Site (SB-4). Groundwater samples were collected in the northeastern and topographically upgradient portion of the Site to evaluate the potential migration of impacts onto the Site from nearby off-Site properties (TMW-1), west and topographically downgradient of the Site building (TMW-2), and in the southwestern and topographically downgradient portion of the Site (TMW-3). The May 2020 soil and groundwater sample locations are shown in Figure 2. 3 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc Soil sample laboratory analytical results indicate that no volatile organic compounds (VOCs), semi-VOCs (SVOCs), or metals were detected at concentrations exceeding the North Carolina Department of Environmental Quality (DEQ) Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goals (PSRGs) near the former automotive repair building, storage shed, or in connection with the septic tank and associated drain field. For ease of reference, a tabular summary of the Phase II ESA soil sample laboratory analytical results is provided as Table 1. Laboratory analytical results for the groundwater sample collected in the upgradient portion of the Site (TMW-1) indicated that several VOCs were detected at concentrations above the laboratory method detection limits. A low level (1.9 microgram per liter {µg/L}) of tetrachloroethene (PCE) was detected at a concentration above the DEQ 2L Groundwater Quality Standard (2L Standard) of 0.7 µg/L, but below the DEQ Division of Waste Management (DWM) Residential Vapor Intrusion Groundwater Screening Level (GWSL) of 12 µg/L. No other compounds were detected at concentrations above the 2L Standards in the upgradient groundwater sample. Permanent groundwater monitoring well MW-1 was subsequently installed adjacent to the TMW-1 sample location on May 19, 2020 and groundwater samples were collected for laboratory analysis to confirm the presence of PCE at concentrations above the 2L Standard in the upgradient portion of the Site. Laboratory analytical results for the groundwater sample collected from MW-1 indicate that PCE (4.3 µg/L) was detected at a concentration above the 2L Standard and confirm the presence of impacts that are attributable to an unknown nearby off-Site source. Groundwater sample laboratory analytical results did not identify the presence of VOCs or SVOCs at concentrations exceeding the DEQ 2L Standards or DEQ DWM Vapor Intrusion GWSLs in downgradient groundwater samples TMW-2 and TMW-3. A low concentration of lead (17.4 µg/L) was detected in the groundwater sample collected downgradient of the Site building (TMW-2) at a concentration slightly above the 2L Standard of 15 µg/L. No other compounds were detected at concentrations above the 2L Standards in downgradient groundwater samples collected at the Site. A tabular summary of the groundwater sample laboratory analytical results is provided as Table 2. 4 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc 1.3 Brownfields Eligibility To address environmental concerns, the PD entered the Site into the DEQ Brownfields Program in July 2020, and DEQ issued a Letter of Eligibility on August 27, 2020. The PD plans to raze the Site for construction of three residential townhome buildings and associated access roads and parking areas. A conceptual redevelopment plan depicting the proposed townhome building layout is included in Appendix A. Based upon recent discussions with DEQ Brownfields, baseline soil gas data is needed to evaluate the type of vapor intrusion mitigation system needed for the future townhome buildings. Therefore, this Work Plan has been prepared to address DEQ requests for vapor intrusion assessment at the Site. The proposed soil gas sampling activities are described in the following sections. 5 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc 2.0 Brownfields Assessment Activities The proposed assessment activities will be performed in general accordance with the DEQ IHSB Guidelines for Assessment and Cleanup (Guidelines) dated January 2020, the DEQ DWM Vapor Intrusion Guidance (VI Guidance) dated March 2018, and most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidance. Prior to conducting field activities, H&H will contact North Carolina 811, the public utility locator, to mark subsurface utilities located on the Site. H&H will also contract with a private utility locator to screen proposed sample locations for subgrade utilities that may not be marked by the public locator. Additionally, boring locations will be hand cleared to approximately 5 feet (ft) below the ground surface (bgs) prior to use of mechanical drilling equipment to further screen the boring locations for the presence of subsurface utilities. 2.1 Soil Gas Sampling Activities H&H proposes to collect nine (9) soil gas samples across the Site to evaluate the potential presence of compounds at concentrations that may pose a potential risk for structural vapor intrusion into the proposed buildings. The proposed soil gas sample locations are shown in Figure 3 and have been chosen to provide adequate coverage for the likely townhome building layout shown in the conceptual plan (Appendix A). H&H will team with a qualified drilling contractor to advance soil borings at each proposed sample location for installation of temporary soil gas monitoring points. Soil borings will be advanced to a minimum depth of 5 ft bgs and a minimum of 5 ft above the water table utilizing a decontaminated stainless steel hand auger and/or a track-mounted drill rig capable of using direct push technology (DPT) drilling techniques. Continuous soil samples will be collected from the center of the hand auger bucket or from acetate lined DPT macrocore sleeves at each boring. The soil samples will be logged for lithological description, observed for obvious evidence of 6 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc staining and odors, and field screened for the presence of organic vapors using a calibrated photoionization detector (PID). An approximate 6-inch stainless steel vapor implant screen attached to Teflon® sample tubing will then be placed at the base of each borehole. The annular space around the vapor implant screen will be filled with filter sand to a depth of approximately 6-inches above the vapor screen. Following installation of the sand, hydrated bentonite will be installed in the boring from the top of the sand to near the ground surface. The monitoring points will be allowed to equilibrate for approximately 24 hours following installation. After the sampling points have equilibrated, the Teflon® sample tubing at each sample location will be connected to a laboratory supplied batch certified 1-liter or 3-liter stainless steel Summa sample canister connected to an in-line flow controller with a vacuum gauge using a brass nut and ferrule assembly to form an air-tight seal. The flow controller will be pre-set by the laboratory to regulate the vapor intake rate to approximately 100 milliliters per minute. H&H will request that the laboratory provide flow controller calibration information, if available. Prior to collection of the soil gas samples, a leak check will be conducted by constructing a shroud around the sample train (sample point, sample tubing, and connections to the flow controller and Summa sample canister) at each sampling location and flooding the air within the shroud with helium gas. Helium concentrations inside the shroud will be measured using a calibrated helium gas detector and maintained at concentrations of approximately 15% to 30% for the duration of the leak check. Using a syringe and three-way valve, the Teflon® sample tubing, sand filter pack, and vapor implant screen will be purged of a minimum of three volumes. A sample will then be collected from the sample tubing outside the shroud into a Tedlar bag and analyzed using the helium gas detector to ensure that helium concentrations are less than 10% of the helium concentrations measure within the shroud. Following successful leak checks, the intake valves on the Summa® canisters will be fully opened to begin collection of the soil gas samples. If 1 liter Summa canisters are used, then the 7 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc samples will be collected over an approximate 10-minute period; if 3 liter Summa canisters are used, then the samples will be collected over and approximate 30-minute period. Vacuum readings on the Summa® canisters will be recorded prior to and following the sampling period to ensure adequate sample volume was collected. A vacuum will be maintained within the canisters at the conclusion of the sampling event. After sample collection, the intake valve will be closed, and the regulator will be disconnected from the canister. The starting and ending vacuum in each canister will be recorded on the chain of custody and submitted to the laboratory along with the samples. The canisters will be placed in laboratory supplied shipping containers, properly labeled, and shipped under standard chain of custody protocols to a qualified laboratory for analysis of VOCs by EPA Method TO-15. A sample summary table is provided as Table 3. Following sampling activities, the soil gas monitoring point locations will be estimated using a hand-held global positioning system (GPS) unit. The soil gas monitoring points will then be abandoned and the ground surface will be repaired similar to pre-drilling conditions. 2.2 Quality Assurance – Quality Control Non-dedicated equipment and tools will be decontaminated prior to use at each boring location or following exposure to soil. To evaluate the reproducibility of the sample results, H&H will collect a duplicate soil gas sample from one of the sample locations using a laboratory supplied “T-sampler” which allows for collection of two samples from the same location simultaneously. The duplicate soil gas sample will be submitted for analysis of VOCs by EPA Method TO-15. As noted above, a vacuum will be maintained within the canisters at the conclusion of the sampling event per laboratory standard operating procedures. In addition, Summa cannister vacuum upon receipt from the laboratory will be compared to vacuum recorded at the laboratory prior to shipment. If vacuum difference is greater than 10%, the Summa cannister will not be used for collection of a soil gas sample at the Site. 8 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc Laboratory QA/QC procedures will be employed to ensure appropriate sample handling and analysis and to aid in the review and validation of the analytical data. QA/QC procedures will be conducted in accordance with the method protocols and will include regular equipment maintenance, equipment calibrations, and adherence to specific sample custody and data management procedures. Samples will be analyzed in conjunction with appropriate blanks, laboratory duplicates, continuing calibration standards, surrogate standards, and matrix spiking standards in accordance with approved methodologies to monitor both instrument and analyst performance. H&H will request that the laboratory include estimated concentrations for compounds that are detected at levels above the laboratory method detection limit, but below the laboratory reporting limit (J Flags). Additionally, H&H will request that the laboratory use method detection limits that are below DEQ DWM Residential Vapor Intrusion Soil Gas Screening Levels (SGSLs). The laboratory analytical data report and QA package for each group of samples submitted to and analyzed by the subcontracted laboratory will be provided in an appendix to the final report. Laboratory QA data consistent with Level II documentation will be provided for this project. A copy of the completed chain of custody record and shipping receipt will be appended to the corresponding laboratory analytical report included with the final report. 2.3 Investigation Derived Waste Investigation derived waste (IDW) generated during the proposed assessment activities will be managed in general accordance with DEQ IHSB Guidelines. IDW generated during the assessment activities will be thin spread on-Site. However, in the unlikely event significant impacts are observed (i.e., elevated PID readings, free product, etc.) soil cuttings will be containerized in 55-gallon drums and staged on-Site pending analytical results of a composite IDW sample. Based on laboratory analytical results of IDW samples, the IDW will be properly managed. 9 m:\aaa-master projects\boulevard realty estate advisors (bou)\bou-016 235 e cama st\additional brownfields assessment\final to deq\24036 - soil gas assessment work plan_e cama street.doc 2.4 Reporting Following completion of the assessment activities and receipt of the analytical data, H&H will document our findings in a Soil Gas Assessment Report. The report will include a description of field activities, rationale for potential deviations from the Work Plan (if warranted), field sampling forms including leak check data, a figure depicting sample locations, tabular summaries of the data, laboratory analytical reports and chain of custody records, a discussion of the data in comparison to regulatory screening levels, cumulative risk calculations for exterior soil gas analysis (if warranted), and conclusions and recommendations concerning our activities.
