PURPOSE OF SITE VISIT: Routine
STATUS OF PAST NOTED VIOLATIONS:
At the time of the inspection on 07/02/2020 observed violations of the Nutrient Management Plan were noted where the crop on both fields was overgrown and exceeding 12 inches in height.
OBSERVED VIOLATIONS: At the time of the inspection ruts 3 inches and greater were observed on Field 3 as a
result of traffic from septage applications under wet conditions. Land applying during periods of wetness where the application method will result in ruts greater than three inches in the soil surface is a violation of the rule below. Please see item 5 under Additional Comments on page 2 of this report.
15A NCAC 13B .0842 (a)(9) septage shall not be applied to a site if the application method will result in ruts
greater than three inches in the soil surface;
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The access roads leading to the disposal area were posted with visible and legible signs stating, “Septage
Disposal Area No Trespassing”.
2. The roads accessing the site were passable.
3. The disposal area boundaries were marked on the ground visibly and distinguishably from the
surrounding landscape.
4. No discharges were noticed outside of the permitted boundaries.
5. The majority of applications appear to have been made following the Nutrient Management Plan
and Permit. Areas on Field 3 along the Northwestern boundary were damaged by traffic. Soils on
the northeast facing slope were moist. The crop and soil surface here were damaged from traffic
under wet conditions. Some ruts observed in this area were greater than three inches deep. A
heavily traveled path leading up the southwest facing slope was bare and eroding. The condition
of the crop and soil surface in these areas requires that traffic and applications of septage cease in
these areas until the crop has been restored and a plan to prevent this problem from reoccurring
has been established.
6. The crop described by the Nutrient Management Plan is present. Evidence of winter overseeding was
observed. The hay crop had been cut and removed from the fields.
7. No septage applications were made during the site visit.
8. No objectional odors emanating from the SLAS were noticed.
9. Required setbacks appear to be met.
10. Records were inspected and appeared to be current.

The Observed Violations noted on Field 3 described above require corrective actions be made. Traffic and
applications of septage should cease in these areas until the crop has been restored and a plan to prevent the problem from reoccurring has been established.
