OBSERVED VIOLATIONS: Violations of the septage rules stated below were observed during this inspection. Please see line 4 in the Additional Comments section on page 2.
15A NCAC 13B .0838(e)(1) Each detention and treatment facility shall be designed, constructed, and
maintained to: prevent leaks or the flow of septage out of the facility into the seasonally high water table,
onto the ground surface, or into any surface waters.
(j) Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of
septage onto the ground surface or exterior surface of the detention system, including septage in pipes
used for transferring waste to and from vehicles.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1.A no trespassing sign was displayed at the entrance.
2.All tanks were accessible for inspection.
3.Tanks appeared structurally sound. Tank 2 appeared to be out of service, Tank 3 was removed.
4.Septage was observed on the ground surface in several locations. Residue was visible on the exterior of
Tank 9 where the tank appeared to have been overfilled. Hydrated lime was spread on the ground under
the tank. Dewatered grease septage was observed on the ground on the north side of Tank 9 where
front-end loaders pass and on the ground north of the dewatering box and edge of the drying pad where
dewatered cake is handled. Spilled septage here appeared to have fallen during transport from
dewatering to the compost mixing area. Evidence of septage splashing out of or overflowing onto the
ground surface was observed at the bar screen following the grit box. Care must be taken to prevent
overflows and spills of septage onto the ground surface in areas that are not permitted for land
application of septage. Actions must be taken to clean up and properly dispose of spilled septage in
these areas and to prevent future spills in these areas.
5.Odors were typical of large-scale grease dewatering operation no vectors were noticeable. The area of
the SDTF is surrounded by bar screening, septage dewatering, a composting operation and feedstocks.
Odor and vectors were minimal to non-detectable at the boundaries of the site.6.All approved setbacks appeared to be met.
7.The access road is of all-weather construction and was passable.
8.Records of dates septage is received and removed from the facility, names of the septage management
firms that delivered septage, type and amount, in gallons, of septage received and where septage is
discharged were being kept and appeared to be current.
