PURPOSE OF SITE VISIT: Pre -operational Inspection — Phase 2 Cell 3 STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. This inspection was conducted to determine that the new Phase 2, Area 3, Cell 2 is ready to accept waste. 2. Photos included in this report were taken by Susan Heim on April 22, 2021 unless otherwise noted. 3. Facility access roadways were observed to be well -maintained. 4. Some ponding water was visible near the southern end of the new cell; however, the amount of water observed was considerably less than that found during the previous inspection on March 11, 2021. 5. Windblown litter that had been noted in Cell 2 during the previous inspection had been collected and disposed of properly. Windblown litter appeared to be well managed during this inspection, and litter collection was taking place on the southeast side slope of the active landfill, which will serve as the tie-in slope, connecting the new Cell 2 to the remainder of the active landfill. 6. The interior and exterior slopes of the new cell were found to be in good condition, with vegetative cover still in place. The exception was the tie-in slope, where recurring heavy rain events had washed away portions of the vegetative cover, and the stormwater flow had created large erosion rills leading downhill toward the new cell. Several of these erosion rills had exposed waste, mainly in the vicinity of the two parallel rows of silt fence that had been installed above the toe of the slope. However, the fencing still appeared to be intact and functioning properly, blocking the sediment from reaching Cell 2. 7. Repairs were observed to be underway on the tie-in slope during the inspection. Clean soil cover had been applied to the upper third, and trucks were observed staging soil piles along the top of the slope sufficient to complete the remaining repairs in advance of seeding. Mr. Phelps provided photos of the tie-in slope following the inspection to confirm that the repairs had been finished as planned. Additional grading work will continue to prepare the slope for seeding. 8. Mr. Brushwood stated that plans were in the works for pumping out the remaining water from the bottom of the new cell. 9. Please notify the Solid Waste Section prior to moving operations to the new Cell 2. 10. Ensure that the initial lift is composed of a fluff layer to afford some protection for the liner before other waste is disposed of in the new cell. 11. Ensure that the pneumatic plug is removed prior to accepting waste in the new cell so that leachate can flow to the sump as designed. A view of the new Cell 2 from the northern end. Erosion rills containing exposed waste can be seen on an area of the tie-in slope. The white material below the silt fencing is the temporary plastic cover placed over the exposed waste during the new cell construction.
