STATUS OF PAST NOTED VIOLATIONS:
1. RESOLVED: 15A NCAC 13B .1626(8)(d) states: "Leachate shall be contained within a lined disposal cell or
leachate collection and storage system. All leachate shall be treated, as required by the receiving facility, prior to
discharge. An NPDES permit may be required prior to the discharge of leachate to surface waters, as provided by
40 CFR Parts 258.26 and 258.27."
2. RESOLVED: 15A NCAC 13B .1626(8)(e)(i) states: "MSWLF units shall not: (i) Cause a discharge of
pollutants into waters of the United States, including wetlands, that violates any requirements of the Clean
Water Act, including the National Pollutant Discharge Elimination System (NPDES) requirements, pursuant to
Section 402."
On December 23, 2020, Iredell County notified the Solid Waste Section, that leachate had been released from the
Iredell County Solid Waste Landfill. Facility staff observed the leachate lagoon was not discharging and arranged
for the discharge line to be jet cleaned. Upon jetting the leachate lagoon discharge line facility staff heard a
spraying noise. Leachate was observed discharging into the unnamed tributary at the Fernco coupling connection in
the leachate lagoon discharge line. Facility staff shut off all leachate line valves to the leachate lagoon and
temporarily cut off discharge of leachate from the lagoon to allow a repair to be made. The Notice of Violation
(NOV) dated January 15, 2021, required the following corrective actions be completed by Iredell County by March
16, 2021:
• Submit a detailed explanation confirming the cause of the leachate release and actions taken to repair the
discharge pipe including information on the maintenance of the leachate collection system prior to the
release. Iredell County submitted this information on January 22, 2021 as required
• Submit a plan detailing provisions for periodic cleaning and visual inspections of the leachate lagoon
discharge line to the sanitary sewer outfall. Iredell County submitted this information on January 22,
2021 as required.
• Contact Ervin Lane, Compliance Hydrogeologist, to review any soil sampling that was conducted in the
vicinity of the leachate lagoon discharge line release to determine the impact of the release at the facility. If
a plan for additional assessment of this area is required, conduct any sampling and remediation in
accordance with said approved plan. Iredell County submitted this information on March 11, 2021 as
required.
• Continue to follow any requirements by the Division of Water Resources as a result of the release. Iredell
County submitted this information to the Division of Water Resources on January 15, 2021 as required
The required corrective actions listed above, having been completed prior to the March 16, 2021 deadline, these
violations are considered resolved.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Facility staff provided the comprehensive daily inspection forms from 1/25/2021 to April 23, 2021 which include
lagoon inspected for level, liner integrity, security (weekly); force main inspected (weekly); and valves exercised
(monthly).
2. Proper signage was observed at the entrance of the facility.
3. The facility is permitted to receive solid waste generated within Iredell County.
Operations Inspection of the MSW Landfill Unit:
4. The area where the leachate release occurred was inspected and had been stabilized with straw matting and seeded
and sowed.
5. The facility moved the daily landfill operations to Phase 1 and 2 on January 3, 2020 due to shrinking space on Phase
5 while Phase 6, cells 1 and 2 were under construction.
6. The working face was small and compact.
7. A tire was observed in the lower SW corner of the working face and was removed by Roger Eades. Another tire
had been removed and set aside to be taken to the tire collection area.
8. Exposed waste was observed in the flat area at the toe of the working face. Facility staff had constructed a roadway
up to this lift and equipment had exposed the waste. This area was pointed out to facility staff and Mr. Eades
immediately diverted a staff member to rake up the exposed waste with a tractor and provide pictures at the end of
the working day.

9. During the construction of Phase 6, cells 1 and 2 the contractor used the top of cell 5 as a staging area for equipment
and supplies. Exposed waste was observed on the roadway to the top of cell 5 and erosion rills on the northern
slope had exposed waste. These areas were pointed out to facility staff and Mr. Eades stated facility staff would
apply soil cover by the end of the day and provide pictures.

10. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover.
11. Windblown waste was being collected during the inspection.
12. The pre -operational meeting was conducted for Phase 6, cells 1 and 2.
• Discussed protection of liner at entrances and exits to the new cell.
• Discussed placement of fluff layer (household waste) in new cell. Facility receives waste from the Iredell
County Transfer Station located in Mooresville so they can easily segregate trucks with bagged garbage for
building the fluff layer.
• Discussed edge of waste markers in place at the inside edge of the anchor trench.
• Discussed the removal of leachate channel cover prior to placement of waste and noting in the operating log.
• Discussed liner penetration for stormwater and leachate pumps.

Operations Inspection of the White Goods Collection Area:
13. This area was well managed at the time of the inspection.
14. White goods containing Freon are separated from other metals and stored in an upright manner.
15. Freon is extracted by landfill staff.
Operations of the Electronic, Paint Collection and HHW Area:
16. The electronic collection area was well managed at the time of the inspection.
17. Latex paint collected in five (5) gallon containers is mixed with the Posi-Shell.
18. The facility offers an HHW event once a month to the residents of Iredell County which is held the last Saturday of
each month.
19. The Household Hazardous Waste Facility consists of a permanent containment unit that has three separate lockers
for the temporary storage of household hazardous wastes (Locker #1 — Flammable liquids; Locker #2 — Corrosives;
Locker #3 — Fluorescent Bulbs). All three lockers were secured and locked.
20. The county has a contract with ECOFLO, Inc. to collect the household hazardous waste
Operations Inspection of the Tire Collection Area:
21. Tires are stored on the ground. When enough tires have accumulated for a load landfill staff contact New River to
deliver a trailer. New River picked up one load of tires on April 21, 2021.
22. An open top trailer was being loaded during the inspection.
Operations Inspection of Mulchine and Grindina/Yard Waste/Tvoe 1 Small Compostine Area:
23. Pallets are collected at the mulching and grinding area across from the maintenance building. No unacceptable
waste was observed and painted pallets are removed to be used in the electronic collection area.
24. During the construction of Cell 6 facility staff moved the yard waste and composting collection area to the old
borrow site for the landfill located NW of the landfill. This area was well managed at the time of the inspection.
Operations Inspection of the Asphalt Shinglesycling Area:
25. The asphalt shingle recycling area was well managed at the time of the inspection.
26. Asphalt shingles are collected by Maymead Asphalt for recycling.
27. At the time of the inspection both Bunker A (left side) and Bunker B (right side) contained shingles. Maymead
Asphalt currently was hauling shingles from Bunker B and expected to be finished by end of the week. Facility
staff is currently waiting on Maymead Asphalt to inspect Bunker A.
