Hilltop Road Red Springs, NC 28377 PARTICIPANTS: Connie Wylie STATUS OF PERMIT: Active – permit expires July 7, 2022 PURPOSE OF SITE VISIT: Routine STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: 1. .0842(a)(7) septage shall be applied to the surface of the land from a moving vehicle to have no standing liquid or soil disturbance resulting from the waste flow after the discharge is complete. A significant amount of heavy application areas were noted on site which appear to have damaged the cropstand. See photo on next page. Repair the cropstand as needed and implement measures to prevent heavy applications from occurring. An adequate cropstand shall be maintained for land application to occur. SEE BACK OF PAGE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The site has been harvested & the hay removed. 2. The Raleigh Central office has received a copy of the recent soil analysis. 3. The required signs are posted and the access road is adequate. 4. No sign of recent application. No odors noted. 5. No sign of land application outside the permitted boundaries. It appears that the approved setbacks are being met but were not measured at this time.
