Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to Report Spam. Carolyn: I have a request for an older site, but it should be an easy one. I’ve attached the BFA and plat for The Foundry Brownfields site located at 601 S. Cedar Street in Charlotte. PD is planning to conduct some parking lot repairs at the property. The BFA does not have a soil disturbance restriction, except for the “Area of Potential Soil Contamination” near the corner of S. Cedar Street and W. Hill Street (see paragraph 15.d). The parking lot repairs will affect this area, but it’s unclear whether this work would be exempt from paragraph 15.d. since the soil disturbance will not exceed 18 inches in depth. We are notifying you of the work out of an abundance of caution in case DEQ does not believe the work fits the exception. PD’s plans are to strip existing asphalt, mill/regrade the parking lot (to a depth of 4-6 inches), and repave it. PD does not anticipate any soil import, but it’s possible that there could be limited export of the spoils from the grading/milling of the existing parking lot. The Area of Potential Soil Contamination will continue to be covered by an impervious surface after the work is complete. PD plans to use the following protocols during the work: 1. Discovery of Contamination: Work will stop if evidence of significant contamination is discovered (i.e., staining or odors), and PD will notify the Brownfields Program of the discovery. 2. Groundwater: Work will stop if groundwater is encountered, and PD will notify the Brownfields Program before proceeding. PD does not anticipate encountering groundwater with the limited cut depths. 3. Soil Import/Export: PD does not anticipate any soil import. If fill is needed and PD does not obtain import soils from a DEQ pre-approved quarry, PD will contact the Brownfields Program regarding import sampling requirements. If soil export is needed and PD does not dispose of the soils at Republic, PD will contact the Brownfields Program prior to any soil export. Can you please let us know if you have any questions or concerns with PD proceeding with the work as outlined above? PD would like to get started in the next two weeks if possible.
