A significant amount of liquid/effluent was noted on the ground surface behind Secondary Storage Tank #1. I was informed that an incident had occurred with a hose which caused the spill. Also the honey wagon used to discharge effluent onto the disposal fields was parked in this area and the valve on the side outlet was dripping effluent onto the ground. SEE THE NEXT PAGE FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 The valves on the honey wagon shall be fixed as needed & maintained in proper working order for this vehicle to be used for any septage activity. Measures shall be taken to prevent septage spills but if they occur they shall be cleaned up immediately. A bucket shall be immediately placed under any leaking valve until the issue is fixed. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 It was noted that the drip bucket (under the valve connection for flex hoses from discharging pump trucks) was full of septage liquid and had overflowed onto the ground surface. This drip bucket shall be emptied and all septage cleaned up from the ground surface. Also the bottom outlet from Primary Storage Tank #2 had a wet stain area on the ground surface under the valve and the drip bucket under this outlet had a significant amount of septage liquid. The septage shall be completely cleaned up from the ground surface in this area. All drip buckets shall be routinely emptied to prevent overflows. Any septage spills on the ground surface shall be immediately cleaned up. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 4 The concrete sides of the pit area had septage (liquid & solids) on the top edge, down the sides and on the ground surface in various areas around the pit. Misc trash items (plastic buckets etc) were again noted in the pit area - this has been noted in previous audits. Only septage is permitted to go in this concrete pit. . The septage shall be completely cleaned from the top, sides and ground surface along the concrete perimeter of the pit. Measures shall be taken to prevent septage spills around the perimeter of the pit. If septage does collect on the top edge it shall be pushed back into the pit and any spills on the ground surface shall be immediately cleaned up. Misc trash shall not be dumped in this concrete pit area. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 5 of 5 The roll off box beside the pit had a septage spill on the ground surface at one corner. Septage was also noted along the top and down the sides and on the ground surface in various areas around the roll off box. Septage shall be properly contained within the roll off box and not be spilled on the top edge, sides or on the surrounding ground surface. And spills on the top, sides or ground surface shall be immediately cleaned up. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 6 of 6 ADDITIONAL COMMENTS 1. The tanks appeared structurally sound. 2. The required signs were posted and the access road was adequate. 3. The approved setbacks are being met. 4. Maintain the required 5’ cleared radius (free of excess vegetation or debris) around the tank & pit. 5. On the day of this site visit there were conversations with Mr. Hunt & Mr. Markus in regards to the violations. Corrective actions were immediately being implemented. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
