STATUS OF PERMIT:
A Permit to Operate “1805-TRANSFER-2001 GDS Recycling Services” was issued to Republic Services of North
Carolina, LLC on January 24, 2017. The Permit to Operate was issued for the life-of-site.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Materials Recovery Facility (MRF) which receives, processes, and stores source-
separated recyclable solid waste materials. It also consists of a permitted transfer facility which receives waste
generated within Catawba County. Waste is received is overflow from the GDS hauling division.
2. All waste from the facility is disposed at the Blackburn Resource Recovery Facility (Permit #: 18-03).
3. The Permit and Operations Plan were verified. Both documents were current and available upon request.

5. Tonnage records for January 2020 through March 2021were verified. The facility received 360.07-tons of waste
during this time.
6. A gate was provided at the entrance to the facility to prevent unauthorized access.
7. The facility had proper signage.
8. Waste screening reports for November 2020 through April 6, 2021 were verified.
x As noted on the previous inspection report. The facility now receives only intermittent waste loads from
Republic Services.
x Waste screenings are performed at a rate of one each week when waste is received. However, the facility
can go weeks without receiving a load of waste. During those periods, a report is placed in the facility file
noting that no waste loads were received that particular week.
9. A small amount of waste was observed on the tipping floor of the transfer station at the time of inspection.
10. No unacceptable waste streams were observed.
11. The I-beams above the push walls were free of waste at the time of inspection.
12. The floor of the transfer trailer loading bay was well maintained at the time of inspection.
13. Leachate drains within the floor of the transfer trailer loading bay were not observed as a truck and trailer were
stationed in the bay at the time of inspection. However, there was no evidence to indicate the drains were not
functioning properly.
14. Windblown waste was well controlled.
15. The western fill slope was recently repaired due to severe erosion. At the time of inspection, all disturbed areas
had been seeded and straw mulched with good germination of seed. Please continue to monitor all vegetative
growth to ensure the establishment of a groundcover sufficient to restrain erosion.
