Active Life of Site Permit. Issued; 5/31/2019 and expires; June 09, 2058.
PURPOSE OF SITE VISIT: Follow -up Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: None
OBSERVED VIOLATIONS:
Permit Violation: Part VI: TRANSFER STATION UNIT(S); 8. The facility must not cause nuisance conditions. c. Waste may be stored on-site, in leak resistant transfer trailers, with watertight covers, a maximum of 24 hours except that a minimal amount of waste may be stored for a maximum of 72 hours when the facility is closed during a weekend or holiday. Storage of the waste must not cause any nuisance, such as odor or attraction of vectors.

ADDITIONAL COMMENTS: 01 - This Facility has several Locking gates and fencing for security. 02 - Signage is posted and has required information.
03 - Roads are constructed off all-weather materials and are maintained. 04 - Facility is permitted to receive waste from Edgecombe, Nash, Halifax, Wilson, Martin and Pitt Counties. 05 - The Waste from this Transfer Station is permitted to be taken to The East Carolina Regional Landfill (08-03) and/or
to Sampson County Disposal, LLC (82-02). 06 - This facility has 4 Certified Transfer Station Operations Specialist: Larry Moore: expires 05/25/22, Travis D. Hudson: expires 12/08/21, Gloria A. Mosely: expires 10/20/23 and James Hucks, expires 05/25/22. 07 - 1 empty trailer was available. 6 loaded trailers on-site with only 1 tarped. This could lead to windblown trash. 08 - No leachate leaking from stored trailers today. 09 - OBSERVED VIOLATIONS:

10 - Facility will need to discuss this issue with Contract Hauler to ensure this issue is resolved. Facility currently has 1 driver from the contract company pulling these trailers. Joe Dehner –Republic Services has been contacted by the Edgecombe Co. Solid Waste Director (Larry Moore) and John College (DWM) on the need for more drivers to haul these stored trailers to bring this facility into compliance and to keep the facility in compliance. 11 - If this observed violations is not brought back into compliance, a Notice of Violation will have to be issued. 12 - Covid-19 recommendations were followed during this inspection. 13 - Digital pictures were taken during this inspection and several are attached to this report.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
