STATUS OF PERMIT: The Permit to Operate Areas 1 - 6 and Permit to Construct Areas 7 and 8 was issued to GE Landfill & Recycling, Inc. for Coley Road Landfill & Recycling (321-LCID-2021) on March 10, 2021 and will expire on September 22, 2025. PURPOSE OF SITE VISIT: Partial compliance inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Pagel of 4 NOR;T CA�INA Oepartmen� of Envimnmental0uali� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Farther, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS The facility is permitted to receive for disposal land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil; inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt. The permit authorizes the continued operation of Areas 1-6 of the LCID landfill. Areas 7 and 8 may be operated under the permit to operate after conditions in the permit to construct are met. Estimated volume for 2020-2025 is 364,000 cubic yards. 1. Signs must be posted at the entrance to the facility that state that no hazardous waste or liquid waste can be received at the facility; and provide information on dumping procedures, the hours of operation, the permit number, contact name, telephone number, and other pertinent information. Entrance signs were present at the facility but were lacking information about unacceptable waste and hours of operation. 2. Interior roadways were of all-weather construction and maintained in good condition. The facility has compacted and laid gravel on some of the interior roadways and has begun construction on additional roads throughout the facility. Good job. 3. Solid waste disposal was restricted to a small area and compacted densely by proper construction equipment. 4. Excavation, grading, and fill material side slopes did not exceed three horizontal to one vertical (3:1) in the areas of disposal that the new ownership have begun filling. In addition, the facility has begun reworking the slopes on the landfill that are not currently being used for disposal to meet the 3:1 requirement. 5. Mr. Everett and Davy Conners discussed where the edge -of -waste markers are required to be place. The permit states, "Permanent markers that accurately delineate the waste disposal boundary must be maintained." In other words, the markers must be around the areas where waste is permitted to be disposed of, in this case around the perimeter of Areas 1-6. 6. Surface water shall be diverted from the working face and shall not be impounded over waste. During the inspection, surface water was still impounding over waste, however, the facility had made progress in regrading the top of the landfill to shed water and plans to continue working to ensure that water does not impound over waste. 7. Trees that were previously observed growing over the landfill had been removed. Good job. Small shrubs have started growing on the north slope of the landfill near the access road. When the ground dries up, mow/bush hog these areas to keep vegetation from becoming woody.
