Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The Septage Land Application Site consists of 65.66 acres which is divided into Field 1 (9.26 acres); Field 2 (21.08 acres); Field 3 (9.99 acres) and Field 4 (9.22 acres). Field 2 2. The site is permitted for land application of domestic septage, portable toilet waste and grease septage. 3. The site is located at 1885 Long Island Road and with gated, accessible all-weather roads to the septage land application fields covered under the permit. 4. Appropriate signage was displayed at entrance to the fields. 5. Disposal area boundaries were delineated with permanent markers with the exception of a few that need to be replaced or repaired. 6. All of the fields contained cattle. No evidence of recent land application activity was observed. 7. Field 1 is currently not in use. The permit stipulates that Field 1 shall not be used for land application until the paddocks have been removed, a pre-operational inspection has been performed and been approved by the Division. 8. Field 2 has fescue and matua grass as a crop. Areas with less than 85% crop ground cover must be reseeded according to the nutrient management plan (NMP). 9. Field 3 is to be maintained switch and rye grass according to the nutrient management plan. Any cover crop other than switch grass will require an updated nutrient management plan. 10. Field 4 has fescue and matua grass as a crop. The appeared to be in good condition with recent weed control and good crop coverage. The entrance road needs to be repaired. 11. Field 5 has fescue and matua grass as a crop. Areas with less than 85% crop ground cover must be reseeded according to the NMP. Areas with ponded water must be filled in and seeded. 12. No objectionable odors were observed.
