(Golder) is submitting this Addendum to the December 2015, Assessment Monitoring Work Plan and the October 2016 and November 2019 Addenda for the High Point Construction and Demolition (C&D) Landfill. This Addendum has been prepared in response to recent detections of benzene at concentrations above the NC 2L Standard in samples from groundwater monitoring wells MW-8, AMW-1, and AMW-2. A summary of historical NC Appendix I volatile organic constituent (VOC) detections at groundwater monitoring wells is included as Table 1. Based on the analytical results from the first semi-annual water quality monitoring event of 2021, Waste Industries will expand the Assessment Monitoring Program at the High Point C&D Landfill to include MW-8. Additional assessment activities will also be performed at MW-8, AMW-1, and AMW-2 as described below. It is Waste Industries' intent to comply with the requirements of 15A NCAC 13B. 0545.(a) and (b). 15A NCAC 13B .0545(a)(1) and (b)(1): INSTALLATION OF ADDITIONAL MONITORING POINT: Due to the close proximity of wells MW-8 and AMW-1 to the unnamed tributary of Richland Creek and the infeasibility of accessing downgradient locations with a drill rig, Waste Industries proposes to obtain pore water samples from below the tributary streambed downgradient of MW-8 and AMW-1 during the next semi-annual groundwater monitoring event in lieu of installing additional assessment monitoring wells. These locations coincide with the western property line. Waste Industries also proposes to collect a pore water sample from the tributary downgradient of MW-6 and AMW-2 due to sporadic detections of benzene at concentrations above the NC 2L Standard in samples from AMW-2. This location is relatively close to the property line. The locations of the proposed pore water samples (PWS-4, PWS-5, and PWS-6) are shown on Figure 1. The sampler will be decontaminated prior to collecting each sample and new tubing will be used at each sampling location. The sampler will be hammered into the subsurface along the stream bottom to depths ranging from approximately 0.5 to 1.0 feet below ground surface. The rods of the sampler will be retracted approximately one inch to expose a screen at the bottom of the sampler. Samples will then be collected from the sampler's rods with the peristaltic pump. The samples will be analyzed for Appendix I VOCs. Pore water samples will continue to be collected annually until there are no exceedances of groundwater standards at these locations or the immediately upgradient groundwater sampling locations (i.e., MW-8, AMW-1, AMW-2) for four consecutive events. Annual sampling is proposed based on the relatively low horizontal flow velocities at this site. NCAC 13B. 0545(a)(2): NOTIFICATION TO ALL PERSONS WHO OWN LAND OR RESIDE ON LAND WITHIN THE CONTAMINATE PLUME: The property adjacent to the northwestern facility boundary near MW-8 and AMW-1 is owned by the City of High Point and is utilized as the Kersey Valley Municipal Solid Waste (MSW) Landfill. There are no structures on the adjacent properties within 700 feet of the property line at MW-8 and AMW-2 and no known users of groundwater on the adjacent parcel immediately adjacent to MW-8 and AMW-2. A review of recent water quality monitoring reports for the Kersey Valley MSW Landfill indicates that benzene has not been detected in samples from compliance groundwater monitoring well MW-15, which is located approximately 200 feet northwest of AMW-1. Based on the adjacent land use and because it does not appear that VOCs occur in groundwater at the property line based on surface water and pore water data, Waste Industries does not intend to notify the adjacent landowner. The property adjacent to the western facility boundary near AMW-2 is owned by DH Griffin and is utilized for agricultural purposes. There are no structures on the adjacent properties within 700 feet of the property line at MW-6 and no known users of groundwater on the adjacent parcel immediately adjacent to MW-6. Based on the adjacent land use and because it does not appear that VOCs occur in groundwater at the property line based on surface water data, Waste Industries does not intend to notify the adjacent landowner. 15A NCAC 13B .0545(a)(3): SUBMISSION OF ASSESSMENT MONITORING WORK PLAN: Waste Industries has submitted an Assessment Monitoring Work Plan as required by Rule and is now providing this third Addendum to account for the additional NC 2L Standard exceedances of benzene in MW-8 and AMW-1, as well as recent benzene exceedances at AMW-2. Once approved by the NC Department of Environmental Quality (NC DEQ), the Addendum will be placed in the facility's operating record, and all appropriate government officials will be notified In order to comply with 15A NCAC 13B .0545 (b), Waste Industries will also complete the following activities: 15A NCAC 13B. 0545(b)(2): ANALYSIS OF ADDITIONAL PARAMETERS IN GROUNDWATER: Additional groundwater quality parameters will be collected from downgradient monitoring well MW-8 during the July 2021 event in accordance with NCAC 13B. 0545(b)(2). A subset of the compliance monitoring wells may be analyzed for Assessment Monitoring Parameters as allowed in 15A NCAC 13B .0545 (b) (6) and data support limited impacts at this time, which support the subset of wells proposed for Assessment Monitoring. The additional assessment monitoring parameters will include the constituents listed in NC Appendix II and > GOLDER Jaclynne Drummond, Hydrogeologist Department of Environmental Quality Project No. 2013788121.300 March 26, 2021 the required indicator parameters for C&D landfills (chloride, manganese, sulfate, iron, specific conductance, pH, temperature, alkalinity, total dissolved solids, and tetrahydrofuran). Wells AMW-1 and AMW-2 were sampled for analysis of NC Appendix II parameters in January 2017 and no additional NC Appendix II detections were noted; therefore, no additional sampling is proposed for those locations. One event for the complete NC Appendix II list is allowed in 15A NCAC 13B .0545 (b) (6) and is supported by the fact that many of the NC Appendix II parameters (e.g., PCBs, pesticides, and herbicides) are unlikely to be present based on the acceptable waste in the facility permit. Note that no additional NC Appendix II constituents were detected in the samples from MW-2, MW-6, AMW-1, and AMW-2 during the previous Appendix II sampling events at the facility. As required by Rule, for any additional NC Appendix II constituent detected at MW-8, a minimum of four independent samples from the impacted well(s) will be collected and analyzed to establish background for the new constituents. The sampling schedule and list of parameters will proceed as follows: NC Appendix ll list and C&D Indicator List (MW-8) NC Appendix I list plus detected NC Appendix ll constituents and C&D Indicator List (MW-8) . . IM NC Appendix I list plus detected NC Appendix ll NC Appendix I list plus detected NC Appendix ll constituents and C&D Indicator List (MW-8) constituents and C&D Indicator List (MW-8) Upon completion of each of the background sampling events, semi-annual reports will be submitted to the Division. Upon completion of the final background sampling event, a report will be submitted to NC DEQ in accordance with 15A NCAC .0545(b)(7) to be sealed by a licensed geologist. The concentrations of NC Appendix II constituents for each background monitoring event will be compared to established 15A NCAC 02L. 0202 groundwater quality standards (NC 2L Standards) and Interim Maximum Allowable Concentrations (IMACs). In the case of metals, comparisons will also be made to background concentrations; note that additional analytical data are being collected from upgradient piezometer P-3 during semi-annual monitoring events to evaluate inorganic concentrations through the January 2024 event as part of the November 2019 Addendum. Pending the results of background sampling results, Waste Industries may petition the NC DEQ to return to a Detection Monitoring Program [15A NCAC 13B .0545(b)(9)], request selective Assessment Monitoring for a subset of NC Appendix II constituents for analysis [15A NCAC .0545(b)(6)], and/or will begin the process to implement Assessment of Corrective Measures [15A NCAC 13B .0545(c)]. This is the same general approach presented in the approved December 2015 Plan for well MW-2 and in the approved October 2016 Addendum for wells MW-6, AMW-1, and AMW-2. In summary, Waste Industries will expand the Assessment Monitoring Program at the High Point C&D Landfill to include MW-8 beginning with the next semi-annual groundwater sampling event in July 2021 as described in this addendum. The additional assessment activities described in this addendum will be initiated upon final approval by the NC DEQ.
