PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: Corrective action is in process. OBSERVED VIOLATIONS:
No new violations noted.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This inspection was conducted due to Several Transfer Station Backups. 02 – Complaints were that truck turn-around times were backing up waste at the transfer stations and forcing close downs of the transfer stations to keep in compliance with their permit conditions. Waste left on tipping floor and 8 stored loaded trailers left longer than the permit conditions. 03 – There had been some equipment issues but ALL equipment was up and operating during this inspection. 04 – Heavy rainfall has not helped the issue as well. Started raining during this inspection. 05 – It was noted that loaded trailers were in line to be up loaded for 30 to 40 minutes. 5 or 6 trailers were in the waiting line down from the working face and tippers for most of this inspection. 06 – Two trailers were monitored during this inspection. 07 – Trailer # 103 was unloaded in 20 minutes which included the time going from the waiting line to the tipper and back down to the starting of the waiting line.
08 – Trailer # T1116 was unloaded in 30 minutes which included the time going from the line to the tipper and back down to the starting of the line. 09 – With the information above, turn-around times were an average on 1 to 1.25 hours at the working cell during this inspection. This average time could increase with heavier traffic and / or bad weather conditions. 10 – Travel time to and from the 2 transfer stations with issues are approximately 2.5 hours (+ / -). Then time at
the Landfill. Depending on how many available drivers each facility has dedicated from their contract haulers, this could be an ongoing issue in which would cause a non-compliance issues for the facilities. 11 – This MSWLF has 2 tippers only. Trailers have to be disconnected from the tractors first. 12 – The operations plan was discussed. Also, a contingency plan for equipment was briefly discussed. Do we have enough equipment to keep up with the flow of incoming waste? 13 – Areas of the past observed violation still needs to be addressed Un-covered waste, erosion on side slopes. 14 – Covid-19 recommendations were followed during this inspection. 15 – Digital pictures were taken during this inspection with some attached to this report.
