ADDITIONAL COMMENTS
1. David Powell met with David Lambert to conduct an inspection. Meeting originally was to meet and see the completed Cell 6 expansion of CDLF but this meeting was canceled last minute. Facility roads were in good condition. 2. Entrance sign at scale house is currently updated. Currently the sign at entrance meets requirements. Good job.
3. Traffic speed was mentioned in another inspection report last visit for Moore County’s access roads. This was a contributing factor to dust and it seemed to be a very busy road. Speed bumps are going to be repaired. Money is being allocated to purchasing a “means” of controlling dust during dryer times. Dust was an issue during visit. Discussions were rocking the sandy road and attempting to “kill two bird with one stone” on addressing road
maintenance and knocking down some of the dust. This is not much of a fix for dusty roads, but Mr. Lambert is still looking at some long term fixes, such as a water hauling trailer and/or a truck to apply water on dusty roads in the near future. Please follow through with fixing this issue.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

4. There were some cracks in the station floor mentioned last inspection. Although it did not seem any worse this visit, be sure and check the structural integrity of the station periodically.
5. Transfer station was being washed down twice a year based on last inspection recommendations. However, washing down is needed based on conditions at the station to keep a cleaner station, reduce odors, vector attraction and a safer environment to work in and around. Record sent after inspection only showed washing down and clearing of drains, behind push walls once last year during week of July 4, 2020. Based on visual inspection and discussion with onsite staff, it seems this is happening more just not being documented well. Please keep better records on this activity or if this is only being done once a year, an increase is needed to maintain and ensure
problems stay small and not become larger ones. New rules adopted require monthly. Please perform
monthly moving forward and document. 15A NCAC 13B .0405 (11) - Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request.

6. Leachate collection grate at front of the transfer station appeared clean and to be open.
7. Recyclables have recently increased. They are being sent to Pratt Industries in Fayetteville, NC. However, recyclables are deposited in a position open along the front of the facility, and can be affected easily by the wind. Methods (netting, fencing) to contain the waste inside WTS recycling area so that it doesn’t become windblown on the surrounding grounds should be considered. This may save staff time from having to collect the same waste two or three times etc. The recyclable storage area was full and the station was awaiting a pickup.

8. Small amount of windblown near trailer bay during inspection. Facility staff cleanup at end of day. Plastic netting/fencing still along outside perimeter of loop road around station. Also, inmates come about every 2 or 3 months to walk roads and grounds to pick up additional windblown in between facilities that may have been
missed, based on last inspection conversation with Mr. Lambert. The metal siding that was replaced and trash removed last visit still looked good. Trash was building up around the trailers and there was a small amount of windblown waste in this area. Be sure and keep these areas clean. 15A NCAC 13B .0405 (10) - Windblown waste: Site staff shall conduct daily inspections for windblown waste on the site property. Windblown litter from site operations discovered during the daily inspections or observed on adjacent properties shall be picked up and containerized for disposal by the end of each operating day, unless the landowner of the adjacent property denies access to site staff. The site shall prevent waste from being blown outside the waste handling areas by the wind, using methods such as: (A) requiring that vehicles entering and leaving the site keep waste covered; (B) providing skirts, such as rubber belting or brushes, around the top of chutes to minimize the space betwe en the chute and the hauling trailer at sites with chutes and hoppers; or (C) preventing waste from leaving the site using methods such as fencing, netting, or diking.
9. Containment area around leachate tank was clean and didn’t contain any trash at the time of inspection. There was small amount at entrance of trailer bay.
10. Loaded and staged trailers onsite were not leaking upon inspection. Good job. Be sure and keep an eye on the condition of the trailers to keep from having leaks in the future. 11. STS will be new hauler instead of Hilco starting July 1, 2021. 12. Last inspection the certified operators with certificates were on wall inside office at the station. They consisted of: Clayton J. Smith expires, 11/3/2022; Billy Ray “Wormy” Dennis, expires 2/3/2022; Lexy Thompson, expires 11/2/2022; Randy Smith, expires 2/3/2022; Email from Republic Services and Moore County SW indicates Mark Haynes renewed his certificate, now expires 2/3/25 and Jerry Davis as well, now expires 2/27/24. 13. Records reviewed: Waste screening reports ranging randomly from 1/2/2020 to 3/11/2021, Monthly waste volume reports for 12/2020, 1/2021 and 2/2021. Weekly checklists for 2/1/21, 2/15/21, 2/22/21, 3/1/21. Weekly checklist includes cover logs, time and temp for YW, daily rainfall, if waste screening was done or not, grinding and /or hauling at YW site and multiple checks in all areas of the Moore County Site. These reports were emailed after the inspection by David Lambert.

14. Just inside gate at Moore County Landfill complex is the scale house and a convenience site to the right once you enter. Solid Waste Director David Lambert is still considering moving this convenience site to outside fenced area and before entering the Landfill gate with scale house. The current convenience site will then be converted
to a C and D overload and maybe a metal recycling. These seem like good ideas in regards to organizing traffic and managing wastes. Less people going up top to the CDLF or to the T and P has obvious safety, windblown trash, wear and tear on road etc. benefits. The County will need to see what works best for their operations, but as a reminder, any changes to the site footprint and or site operations must be reported to and approved by the State permitting engineer. Also, to be sure and not to create something that conflicts with current
approvals/permits that are already setup with the facilities currently approved. 15. Transfer Station rules were just readopted by NCDWM. Suggest reviewing 15A NCAC 13B .0400’s.
16. A Transfer Station Assessment Report, in accordance with 15A NCAC 13B .0401, must be sent by June 30, 2021 to sherri.stanley@ncdenr.gov. A notice should have already been sent out to the facility but this is just a reminder. 17. Please continue with the momentum you have created on addressing problems at this site, and your others, as they
arise in the future.
18. Corrective measures were necessary at this site based on observations during inspection. Continue to work on the issues mentioned onsite and this inspection. Also, continue to communicate with the Section and updating David Powell. A follow up inspection may be done in near future when returning to do a more thorough inspection
