The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS 1. David Powell met with David Lambert to conduct a partial inspection. Meeting originally was to meet and see the completed Cell 6 expansion of CDLF but this meeting was canceled last minute.
2. Inspector road along around most of perimeter of Closed MSW. 3. Soil is being staged and stockpiled in low areas. Some areas are already being fixed and some bigger ones are being staged for the larger under takings of addressing years of settling.
4. The yard waste mulch can be used to establish vegetation and erosion control in bare areas on the Closed MSW, but
cannot be over applied or used to fill in low areas.
5. Recommend that the perimeter of the facility outside the EOW is inspected for seeps or releases more than usual. This is a part of the weekly checklist Mr. Lambert created for onsite staff in recent months. These issues may be increased due to the wet year we have had and due to the repairs/improvements being made to the cap. Be sure to not
be counterproductive with big equipment with wet soil conditions on top the closed MSW. Do not damage the cap.

View of Closed MSW from CDLF. 6. Records reviewed: Waste screening reports ranging randomly from 1/2/2020 to 3/11/2021, Monthly waste volume reports for 12/2020, 1/2021 and 2/2021. Weekly checklists for 2/1/21, 2/15/21, 2/22/21, 3/1/21. Weekly checklist includes cover logs, leachate checks, time and temp for YW, daily rainfall, if waste screening was done or not, grinding and /or hauling at YW site and multiple checks in all areas of the Moore County Site. These reports were emailed after
the inspection by David Lambert. Records reviewed for CDLF and Closed MSW included Environmental Monitoring Reports for Gas Monitoring, dated 12/11/2020 and 2/24/2021, and water quality monitoring report for October 2020.
Both show some exceedances in limits for these facilities. Be sure and communicate with the Sections Hydrogeologist for this facility, Jaclynne Drummond, for how to address these issues. Her contact information is jaclynne.drummond@ncdenr.gov or 828-296-4706. 7. Corrective measures were necessary at this site based on observations during last inspection. A more in depth follow up on this will be done in near future to check on those corrective actions and repairs/improvements being made to the closed MSW. Please continue with the momentum you have created on addressing problems at this site, and your others, as they arise in the future.
