The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday
7:30 am until 12:00 pm.
4. The tipping floor was clean and in good condition at the time of the inspection. Good job.
5. Waste was observed within the leachate drains along the side walls of the transfer station. Leachate was found to
be pooling on the transfer station floor, due to the waste in the drain, at the time of this inspection. A traffic cone
had been placed within the leachate drain next to the transfer trailer bay. Mr. Chad Beane stated that he would speak
with the employees to determine the reason for the cone in the drain. The leachate drains located inside and
outside of the transfer station need to be cleared of waste daily and maintained so that the drains can function
properly. Mr. Beane stated that the waste would be removed from the drains.
6. White goods and metals are being accepted for recycling. County staff haul metal to recycler two to three times a
week.
7. The electronics recycler palletizes and wraps the electronics prior to removal from the transfer station. Recommend
you containerize broken CRTs and other electronics to avoid possible contamination from runoff.
8. Fencing has been placed near the northern end of the transfer station to catch windblown waste. Windblown waste
was identified in the fencing and on the grounds surrounding the transfer trailer bay. Mr. Beane stated that the
worker who picked up the windblown waste had recently retired and has not been replaced. The windblown waste
needs to be picked up around the facility daily.
9. The access around the facility is stable and no soil erosion was noted.
10. Corrective measures are necessary, as a result of this inspection and should be completed right away.
