Life of Site Permit issued March 31, 2020 and will expire April 17, 2057. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is permitted to receive C&D waste generated in Harnett County. 2. The facility is fenced and is secured by a locking gate when it is not open for operation. 3. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 4. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday from 7:30 am until 12:00 pm. 5. The working face was approaching the %2 acre size limit. Six (6) inches of earthen material should be properly applied once weekly or when the working face reaches % acre. The last date of cover documented on the cover log was February 10, 2021. Mr. Larry Thomas, Anderson Creek Solid Waste Operations Crew Leader, stated that covers the waste weekly, however, he has not been filling out the cover log. The last time he applied cover to the C&D was Wednesday, March 10, 2021. Ensure that the cover logs are up to date to properly document the cover applied. 6. At the time of this inspection, the waste type was identified to be construction and demolition waste. No unacceptable wastes were observed within the waste stream. 7. A leachate seep was identified near the toe of the western side slope of the C&D landfill. The foamy leachate appeared to flow back into the landfill, before leaving the waste footprint. The leachate seep needs to be repaired, regraded, and monitored to ensure that the leachate does not reoccur. 8. No areas of standing water were observed on the top of the C&D landfill Phase I and II. 9. No areas of erosion were observed along the side slopes of the C&D landfill Phase I and 11. The thick mulch layer previously identified in the November 17, 2020 inspection, had been thinned to a proper depth and regraded. Mr. Chad Beane stated that erosion rills in the side slopes were recently repaired and the mulch was regraded. Good job! 10. At the time of this inspection, the side slopes of the future C&D landfill Phase IV were found to have erosion rills. The sediment from the future Phase IV was identified to be flowing to the west and into the sediment basins. The side slopes of the sediment basins were identified to almost vertical with little to no vegetative stabilization. The side slopes of the future Phase IV and sediment basins need to be properly graded and seeded for stabilization. Excess sediment was also identified within the drainage ditch along the eastern access road. It is recommended that the sediment basins and drainage ditch be cleaned out and returned to plan dimensions in order to function properly. 11. Edge of Waste (EOW) markers were observed around the C&D landfill. 12. No woody or overgrown vegetation were observed on the side slopes of the C&D landfill. 13. The damaged monitoring wells identified during the November 17, 2020 inspection, had been properly repaired. In accordance with 15A NCAC 02C .0108 (p), "Each non -water supply well shall have permanently affixed an identification plate." Ensure that all monitoring wells have the proper identification plate affixed to the outer protective casing. 14. A perimeter road has been established around the entire footprint of the landfill. 15. Digital pictures were taken during the inspection. Yard Waste 16. The yard waste had been ground and properly windrowed since the November 17, 2020 inspection. The yard waste windrows had been relocated to the south, away from the tree line, making all sides of the windrows accessible via vehicle. 17. Several pieces of unacceptable wastes (i.e. plastic bags, mailbox) were observed along the northern edge of the yard waste area. The unacceptable waste needs to be removed from the yard waste and properly disposed of. 18. No areas of standing water were observed within the yard waste area. 19. Continue to manage the yard waste area in accordance with the permit and approved operations plan. The drainage pipe along the central roadway on the top of the closed MSWLF, near Leachate Sump C, was broken and had created a hole. The drainage pipe and the resulting hole need to be properly repaired. Corrective measures are necessary as a result of this inspection and should be complete within 30 days' receipt of this report.
