PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 5 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS: 1. The facility includes an active MSW landfill, a closed MSW landfill, a closed C&D landfill, a permanent HHW collection site, a convenience area, an electronics collection area, a scrap tire collection area, and a white goods collection area. The transfer station has been closed and is now used for equipment storage by the Parks & Recreation Department. This inspection included only the active Phase 2 landfill and the ancillary operations that take place on the Phase 1 side of the facility. 2. Photos included in this report were taken by Susan Heim on March 11, 2021 unless otherwise noted. Field Inspection of the Phase 1 Ancillary Operations: 3. The entire Phase 1 side of the facility was observed to be clean and well maintained. Windblown litter was minimal and well managed. 4. The convenience center is manned. Based on COVID restrictions, facility staff direct customers to the appropriate drop-off locations but are not able to provide assistance with unloading. 5. Two tire trailers were staged near the scale house to receive incoming loads of scrap tires. No tires were observed on the ground and the tire trailer area was clean and free from windblown litter. 6. Electronics are dropped off in the area between the recycling building and the adjacent loading dock. Facility staff sort and stack the materials several times daily. 7. The white goods collection was found to be clean and organized, and refrigerant -containing units were stored upright and spaced to avoid damage to the coils that could cause a release of refrigerant. Field Inspection of Phase 2 Landfill Operations: 8. The area surrounding the facility entrance and scale house was observed to be clean and well -maintained. 9. A new borrow area was noted east of the scale house, between the access roadway and the double -wide office on the hill above it. 10. At the time of this inspection, repairs to the outside slopes of the active landfill area were underway. Some erosion rills were visible, but no waste was exposed, and vegetative cover remained in place in many areas. Mr. Phelps stated that repairs had been ongoing due to the damage inflicted by the continuing heavy rain events experienced over the past several months. He explained that facility staff had been assigned so that two operate equipment at the working face, two work on slope repairs and soil cover, and two work to haul dirt to the active area. 11. The new Area 3 Cell 2 construction appeared to be complete. Water was observed ponding in the western end of the cell. The interior and exterior slopes were found to be in good condition. Due to recurring problems with erosion on the tie-in slope from Cell 1, two parallel rows of silt fence had been erected near the bottom of the slope to contain the sediment and windblown litter that is continually washed down toward the floor of the new cell. The fencing appeared to be having a positive effect. At the time of the inspection, windblown litter was being collected from the area between the two rows of silt fence. Some windblown litter could also be seen along the bottom of Cell 2, and Mr. Phelps stated that managing the problem is a full-time job. Please ensure that, at the conclusion of each day of operation, all windblown material resulting from the operation are collected and returned to the working face, as required by 15A NCAC 13B .1626(11)(c). 12. The working face was small and easily managed by the staff on duty on the landfill. The loader and compactor operators worked well together to compact the waste and confine it to the smallest area possible. 13. Several scrap tires had been pulled from the working face and set to the side so that they could be removed to the tire trailers at the end of the workday. No unacceptable waste was observed in the working face. 14. Mr. Phelps pointed out changes to the operations area and the approach to the working face that had been instituted to try to better manage the flow of traffic and to keep vehicles and equipment out of the surrounding area. An improvement was noted and, although waste had been churned up in the tipping area, cover was largely intact in the areas surrounding it. Mr. Phelps stated that adding the designated turn -around and restricting the approach to the working face had made clean-up and cover much simpler and faster at the end of daily operations. The top of the inactive portion of the landfill appeared to be in good condition. No exposed waste or ponding water was observed. 16. Facility access roadways were observed to be well -maintained. Fresh cover had been applied and tracked in along an area where heavy rainfall had damaged the cover and caused erosion rills to form.
