Closure letter issued September 7, 1995. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: Not applicable. OBSERVED VIOLATIONS: None. Long.:-80.262643 The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 6 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS: 1. The facility is a closed MSW landfill that began operations in 1986 and ceased accepting waste in January 1994. 2. Post -closure care of the facility is performed as specified in a closure letter issued by the Solid Waste Section dated September 7, 1995. 3. All photos included in this report were taken by Susan Heim on March 9, 2021 during the inspection unless otherwise noted. 4. The facility entrance and the area surrounding the scale house now serve as a convenience center where MSW and C&D waste, white goods, scrap tires, electronics and televisions, used oil, scrap metal, household recyclable materials (source -separated by type), and land clearing debris are accepted. 5. Since the previous inspection on March 6, 2018, a new scale house had been constructed on the south side of the scales. Mr. France explained that the old scale house will be removed once the new facility is completed and ready for use. 6. Traffic is controlled by the scale house operator, and all vehicles bringing waste are directed to cross the scales upon entering the site. Informational signs are prominently displayed to direct and inform the public as to materials accepted and disposal locations for each. 7. Waste disposal is provided to Stokes County residents at no charge. Businesses using the site are charged a tipping fee. The scale house operator determines whether charges are to be applied to a load, records the weight, and accepts payments. 8. The scale house operator also receives and approves scrap tire certifications prior to accepting incoming tires for free disposal. Scrap tire certifications for the current calendar year are maintained on file in the scale house and are available for review upon request. 9. Stokes County hauls waste to the Hanes Mill Rd. Landfill (permit # 3402) and hauls recyclables to the Waste Management MRF in Kernersville, Forsyth County. The county currently contracts with the following companies for recycling and disposal of the materials accepted at the convenience center: • New River Tire Recycling — scrap tires; • A & Y Recycling — white goods and scrap metal recycling; • Carolina Refrigerant Recovery — CFC removal; • Synergy Electronics Recycling — electronics and televisions; • Noble Oil — waste oil and oil filters;. 10. Trash and windblown litter were observed in several areas throughout the convenience center. Litter was visible on the ground surrounding many of the containers used to collect MSW, C&D waste and household recyclables. Mr. France stated he would address the issue immediately, and he provided photos of the convenience center following the inspection that confirmed the clean-up had been completed. Please ensure that trash and windblown litter are collected and stored in a leak resistant container at the end of every operating day. 11. A covered area had been created outside of the maintenance building for the sorting and palletizing of televisions and electronics. Mr. France explained that staff sort and stack these materials as time permits throughout the workday. The area appeared to be neat and well organized. 12. The wood waste collection unit is located south of the maintenance building. Mr. France explained that wood waste is ground periodically onsite and then removed for disposal. Several wooden pallets had been set aside in this area, and Mr. France stated they these pallets would be used to sort and stack electronics and televisions to prepare them for transport. 13. Windblown litter and unacceptable materials that had been dumped inappropriately by residential customers were observed in and around the wood waste stockpile. Mr. France stated that the unacceptable waste would be culled and placed in containers with the MSW that is collected onsite. He provided photos of the area following the inspection to confirm that all unacceptable waste had been removed as required. Please ensure that facility staff monitor the wood waste collection area throughout the workday and remove any unacceptable materials as they arrive. 14. The wood waste stockpile backs up to a steep slope, and some of the pallets and brush had fallen from the collection area to the bottom of the slope. Please collect all wood waste from the hill behind the stockpile and return it to the wood waste collection area. Page 2 of 6 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section 15. Groundwater monitoring at the facility takes place semi-annually, as required. A review of records indicated that the four most recent sampling events took place October 8, 2019, December 6 and 10, 2019, June 8 and 9, 2020, and October 21 and 22, 2020. 16. Several of the groundwater monitoring wells were observed during the course of this inspection and were found to be of proper construction and maintained in good condition. 17. Landfill gas monitoring began at the facility in 2010 and occurs quarterly, as required. To date, no exceedances have been detected. 18. The closed landfill is comprised of the northern phase, which includes cells 1 and 2, and the southern phase, which is identified as cell 3. The northern phase of the landfill is the older and larger of the two. 19. The north slope of cells 1 and 2 is wooded but appeared to be in stable condition. All areas of cells 1 and 2 were observed to have a well -established and well -maintained vegetative cover. 20. An area of subsidence had been observed on top of the northern phase during the previous inspection on March 6, 2018. At that time, clean soil had been stockpiled on top of the landfill in preparation for making the necessary repairs. The same area of the landfill cap was observed to be holding water during this inspection. Mr. France agreed that the cause of the subsidence had not been eliminated. In a conversation following the inspection, he added that the county would be hiring a contractor to handle the repairs rather than trying to accomplish the work in-house. Please ensure that repairs to the top of cells 1 and 2 are undertaken in a timely manner. Cell 3 (the southern phase) of the closed landfill unit is much lower in elevation than cells 1 and 2. The cell's western slope is wooded, but appeared to be in stable condition, and no evidence of erosion was observed. The remainder of the cap of cell 3 was covered with well -established vegetation. A few small spots along the eastern side slope had been damaged by the heavy rain events of the past six months. Mr. France explained that every year all three closed landfill cells are bush hogged, additional soil is added where needed, and the entire landfill is overseeded to ensure that the vegetative cover is properly maintained. 22. A small area near the northern end of cell 3 had been graveled to allow trucks to turn around and compactor units to be dropped off easily. 23. Edge of waste markers were in place around all three of the disposal cells; however, it was difficult to determine the disposal boundary between the southern end of cells 1 and 2 and the northeastern end of cell 3. Following the inspection, Mr. France installed several additional edge of waste markers to more clearly delineate the disposal boundary in the area between the northern and southern landfill phases.
