Operations Manager John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active, Life of Site Permit issued March 27, 2019 and expires August 28, 2056. This permit is in the names of: Currituck County (owner) and Republic Services of North Carolina, LLC (operator). PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - This comprehensive facility compliance inspection was conducted with Leighton Earwood, Currituck Solid Waste Director and Rachael Anderson, Currituck Co. Operations Manager. 02 - Minimal windblown trash was noted during this inspection around the transfer station main yard and the trailer storage area during working hours. 03 - Tipping floor and loading bay were clean as they can be during working hours. 04 - Fire prevention consist of 2 charged fire extinguishers and hoses on the tipping floor. 05 - No leaks were noted on stored trailers during this inspection. 06 - Facility has 3 certified Transfer Station Operations Specialist: Charlie Rome, expires 3/12/2022, David Lowe, expires 5/25/2022 and Martyn Mitchell, expires 11/14/2022. 07 - Screening records were reviewed during this inspection. Records are up to date since last inspection. 08 - Roads are constructed of all-weather materials and maintained well. 09 - Facility has adequate signage with required information. New directional signs have been installed. 10 - Yard waste area looks much better due to the non-conforming waste is being managed better. Minimal bagged trash bags noted in piles that needs removing before grinding. 11 - Grinder was on-site during this inspection. 12 - Concrete barriers have been placed around the scrap metal / white goods area to keep waste on the concrete pad. 13 - Scrap metal area looks good during this inspection. Still a very small amount behind the pile on the grass. 14 - White goods containing were all up right until CFC has been removed and then marked and placed on the scrap metal pile. 15 - Overall management of this facility had improved since the last inspection. 16 - Transfer Station and Fuel barrel areas were equipped with charged fire extinguishers. 17 - Scrap tires are laced into box containers. Area looks good. 18 - Be sure that containers from convenience sites are emptied on the tipping floor within 24 hours. PTO; Part VI: TRANSFER STATION / TREATMENT AND PROCESSING UNIT 7. c. Waste may be stored on-site, in leak proof transfer trailers, with watertight covers, a maximum of 24 hours except that a minimal amount of waste may be stored for a maximum of 72 hours when the facility is closed during a weekend or holiday. Storage of the waste must not cause any nuisance, such as odor or attraction of vectors. 19 - Leachate tanks appear to have good storage. May want to replaced cracked lids before get worse. 20 - All above items were discussed with Leighton Earwood and Rachael Anderson. 21 - Covid-19 recommendations were followed during this inspection. 22 - Digital pictures were taken during this inspection and some are attached to this report.
