Mr. Patrakis,

Let this letter serve as a narrative to explain our facility and operations;

Tires will enter our site from the northeast section of our plan. They will be delivered by tractor
trailer. The trailers will be emptied into one of the three bays used for tire storage. Each bay is
its own fire rated building. The storage is under roof but open on two sides. The bays are
concrete lined. In case of fire no fugitive substances will flow into the ground. The tires are
removed from the storage area with an extending arm loader. We have the site capacity designed
for 12 chambers of tire processors. Twelve chambers have the capacity to process 21,600 tires a
day. Our storage area has the capacity to store a little over 13,000 tires. This means that we do
not have the capacity to store enough tires to feed our daily production. We have already built
into our operational design the ability to operate around maintenance or breakage. Our chambers
only have 1 moving part so operation shut downs have been minimalized. With a catastrophic
down time we would not have a storage surplus. We will be processing tires as fast as they come
in, when we are at full capacity.

By products from operations are removed by truck every other day by our vendors. Each vendor
would send a tractor trailer size truck to pick up one of the three products of oil, carbon and steel.

Our facility is built on a large concrete pad designed and built to contain any hazardous materials
that could be derived from a catastrophic event. All members of our operating team will be
trained in the containment procedures if such an event would occur. We are working with the
fire chief for Franklinton, who will be the responsible party for our site, to develop a pre-fire
plan. He will then assist us in training our team in first response procedures and containment.
We will be having quarterly training meetings to improve efficiencies.

Facilities engineer calls 911, Operation Tech calls Plant supervisor
Facility engineer calls CEO, Operation tech calls production programmer, Plant super
visor calls Production engineer.
