East Wake Landfill - Rigsbee Property

Dear Ms. Drummond:
CDM Smith Inc., on behalf of Wake County (County), is submitting an electronic copy of the October
2016 semi-annual sampling event report for the East Wake Landfill - Rigsbee Property. This letter
report presents the results of the most recent semi-annual sampling event and constitutes the second
semi-annual sampling event for 2016. The approved groundwater monitoring network consists of one
background well (i.e. MW-1), and ten downgradient monitoring wells (i.e. MW-2, -3, -4S, -4D, -5, -6,
-7, -8, -9, and -10). Field activities and sampling results are discussed below.
Background
The East Wake Landfill (landfill) is located on two parcels. One of the parcels as shown on Figure 1 is
owned by Carolyn Properties, LLC and contains approximately 27 acres of waste. This parcel is
referred to as the J.T. Knott property and is currently part of the North Carolina Department of
Environmental Quality’s Inactive Hazardous Sites Pre-Regulatory Landfill program. The background
monitoring well for the portion of the landfill located on the James Ervin Rigsbee (Rigsbee) property,
MW-1, is located on this parcel along with a private airport and several businesses.
The parcel owned by Mr. Rigsbee contains approximately 46 acres of waste located in two separate
areas as shown on Figure 1. This parcel borders the J.T. Knott property to the south and west. A large
portion of the parcel is used for cattle pasture and includes an explosive storage company and
associated storage and office trailers, a home with a detached garage and two barns, and a storage
area for abandoned automobiles. All monitoring wells for the landfill, with the exception of the
background well, are located on this parcel. This portion of the landfill operated under Permit Number
92-02 until the two waste disposal areas ceased operations in 1983 (Area C) and 1985 (Area D).
The two areas of waste located on the Rigsbee property are known as Areas C and D as shown on
Figure 1. Groundwater assessment for Area C is being conducted under the supervision of the Inactive
Hazardous Sites Pre-Regulatory Landfill Unit (Unit) after this area of waste was determined to be

eligible for the program in the fall of 2012. The County will continue the semi-annual monitoring
program for Area C until the Unit finalizes its assessment of groundwater.
Field Activities
Groundwater samples from the landfill monitoring wells were collected on October 4, 2016. All
samples were collected by use of disposable, laboratory decontaminated bailers. Monitoring well
sampling locations are presented on Figure 1. Well construction details are provided in Table 1.
Groundwater elevations were measured at each well prior to sampling and are presented in Table 2.
These groundwater elevations were used to construct potentiometric contours for this sampling event
and are presented on Figure 1. The groundwater elevations and potentiometric contours were used to
estimate the groundwater velocity at each well. Groundwater velocity values are provided in Table 3.
After depth to groundwater was determined, three well volumes of water were removed from each
well prior to sampling to provide fresh formation water within the well water column. Each well
volume was measured for pH, conductivity, temperature, turbidity, dissolved oxygen, and
oxidation-reduction potential using a YSI-556 multi-parameter water quality meter and a HANNA HI
98703 turbidity meter. Wells that had elevated turbidity were allowed to stabilize prior to sample
collection. The water quality parameters at the time of sampling are presented in Table 2.
Sampling Results
Shealy Environmental Services, Inc. located in West Columbia, South Carolina, analyzed the
groundwater samples for the North Carolina Appendix I volatile organic compounds and metals. In
accordance with Solid Waste Section (SWS) guidelines the analytical results were reported to the
laboratory specific method detection limit (MDL) and are quantifiable at or below SWS Limits (SWSLs).
All monitoring well locations had detections of analytes above the MDL with a majority of the
detections below SWSLs. These detections were qualified as estimated or “J” flags. Several detections
were reported with “D” flags, which indicate that the sample was analyzed at a dilution greater than
1.
The following list indicates the analytes detected above the MDL at each sampling location (Area C
and D monitoring wells). No “J” flag detections are provided. Underlined analytes exceeded the 15A
NCAC 02L .0202 (NC 2L) Groundwater Standard or Groundwater Protection Standard. A complete
summary of all detected and estimated concentrations for the October 2016 sampling event is
provided in Table 4. The laboratory analytical data report is provided in Appendix A.

“J” flags were not included in the previous list, but several locations had “J” flag detections that
exceeded the standards. The “J” flag constituents above the standards along with their locations are
listed below.
Cobalt: MW-2, -5, -6, and -7
Thallium: MW-2, -4S, -5, -7, and -9
Vanadium: MW-1, -2, -4D, -7, -8, -9, and -10
Equipment and trip blanks were analyzed for quality control. A duplicate sample was also collected for
quality control. Copper was detected as an estimated concentration in the equipment blank below the
NC 2L Standard. No analytes were detected in the trip blank above the MDL. The duplicate sample,
identified as MW-10 dup, was collected from MW-10 and had similar analyte concentrations as those
detected in MW-10. Table 5 presents a summary of all parameters detected during the October 2016
sampling event that exceeded the NC 2L or Groundwater Protection Standards.
Metals exceeding the standards are likely a result from elevated turbidity at the time of sample
collection. Future analytical results above the standards will be monitored to determine if a trend
appears.
The County will continue with the semi-annual groundwater monitoring program. The next sampling
event will take place during the spring of 2017. If you have any questions or require further
