This letter report presents the results of the most recent semi-annual sampling event and constitutes the first semi- annual sampling event for 2019. The approved groundwater monitoring network consists of one background well (i.e. MW-01), and five downgradient monitoring wells (i.e. MW-02, -03, -04S, -04D, and -07). Field activities and sampling results are discussed below. Background The East Wake Landfill (landfill) is located on two parcels. One of the parcels as shown on Figure 1 is owned by Carolyn Properties, LLC and contains approximately 27 acres of waste. This parcel is referred to as the J.T. Knott property and is currently part of the North Carolina Department of Environmental Quality's Inactive Hazardous Sites Pre -Regulatory Landfill program. The background monitoring well for the portion of the landfill located on the James Ervin Rigsbee (Rigsbee) property, MW-01, is located on this parcel along with a private airport and several businesses. The parcel owned by Mr. Rigsbee contains approximately 46 acres of waste located in two separate areas as shown on Figure 1. This parcel borders the J.T. Knott property to the south and west. A large portion of the parcel is used for cattle pasture and includes an explosive storage company and associated storage and office trailers, a home with a detached garage and two barns, and a storage area for abandoned automobiles. All monitoring wells for the landfill, with the exception of the background well, are located on this parcel. This portion of the landfill operated under Permit Number 92-02 until the two waste disposal areas ceased operations in 1983 (Area C) and 1985 (Area D). 04 WATER + ENVIRONMENT +TRANSPORTATION + ENERGY + FACILITIES Smith Ms. Jaclynne Drummond June 20, 2019 Page 2 The two areas of waste located on the Rigsbee property are known as Areas C and D as shown on Figure 1. Groundwater assessment for Area C is being conducted under the supervision of the Inactive Hazardous Sites Pre -Regulatory Landfill Unit after this area of waste was determined to be eligible for the program in the fall of 2012. Since 2012, the County has voluntarily collected groundwater samples semi-annually from the Area C monitoring wells (i.e. MW-5, -6, -8, -9, and -10). On September 13, 2018, the Solid Waste Section approved the discontinuation of the groundwater monitoring of Area C, beginning with the fall 2018 sampling event. Field Activities Groundwater samples from the landfill monitoring wells were collected on April 17, 2019. All samples were collected by use of disposable, laboratory decontaminated bailers. Monitoring well sampling locations are presented on Figure 1. Well construction details are provided in Table 1. Groundwater elevations were measured at each well prior to sampling and are presented in Table 2. These groundwater elevations were used to construct potentiometric contours for this sampling event and are presented on Figure 1. The groundwater elevations and potentiometric contours were used to estimate the groundwater velocity at each well. Groundwater velocity values are provided in Table 3. After depth to groundwater was determined, three well volumes of water were removed from each well prior to sampling to provide fresh formation water within the well water column. Each well volume was measured for pH, conductivity, temperature, turbidity, dissolved oxygen, and oxidation-reduction potential using a YSI-556 multi -parameter water quality meter and a HANNA HI 98703 turbidity meter. Wells that had elevated turbidity were allowed to stabilize prior to sample collection. The water quality parameters at the time of sampling are presented in Table 2. Sampling Results Shealy Environmental Services, Inc. located in West Columbia, South Carolina, analyzed the groundwater samples for the North Carolina Appendix I volatile organic compounds, including 1,4- dioxane, and Appendix I metals. The analytical results were reported to the laboratory specific method detection limit (MDL) and are quantifiable at or below the laboratory limit of quantitation (LOQ). All monitoring wells for the Landfill had detections of analytes above the MDL but below the LOQs and were qualified as estimated or "J" flags. All detections of chromium had "B" flags, indicating that the analyte was detected in the method blank. The following list indicates the analytes detected above the LOQ at each sampling location. No "J" flag detections are provided. Underlined analytes exceeded the 15A NCAC 02L .0202 (NC 2L) Groundwater Standard or Interim Maximum Allowable Concentrations (IMACs). The laboratory analytical data reports are provided in Appendix A. The "J" flag constituents above the standards along with their locations are listed below. Cobalt: MW-01 Thallium: MW-01 and -07 Vanadium: MW-01, -04S, -04D, and -07 An equipment blank, trip blank, and duplicate sample were analyzed for quality control. Acetone and 2-butanone were detected as estimated concentrations in the equipment blank below their respective NC 2L Standards. No analytes were detected in the trip blank above the MDLs. The duplicate sample, iD Smith Ms. Jaclynne Drummond June 20, 2019 Page 4 identified as DUP, was collected from MW-02 and had similar analyte concentrations as those detected in MW-02, with the exception of an estimated detection of nickel in the parent sample below its NC 2L Standard. Table 5 presents a summary of all parameters detected during the April 2019 sampling event that exceeded the NC 2L or IMAC Standards. As part of an ongoing Alternate Source Demonstration for the landfill, filtered samples were collected from all monitoring wells during the April 2019 sampling event due to elevated turbidity (i.e. greater than 10 Nephelometric Turbidity Units). These samples were collected to demonstrate that select metals exceeding the NC 2L or IMAC Standards are naturally occurring and not related to a release from the landfill. Total metals that exceeded the NC 2L or IMAC Standards in samples collected from the monitoring wells were analyzed for dissolved metals to determine if turbidity was a contributing factor to the total reported metals. The filtered samples collected from MW-02 and -03 were not analyzed for dissolved metals since none of the unfiltered total metal results exceeded the standards. Below is a summary of the dissolved metals exceedances. Wells with a "*' qualifier had a "J" flag detection for that analyte. Barium: MW-04D Cobalt: MW-04S and -04D Vanadium: MW-04S* Dissolved metal sample results are provided in Table 4. Based on qualitative and quantitative evaluation of current and historic groundwater sampling data, the NC 2L or IMAC Standard metal exceedances from the April 2019 sampling event were determined to be indicative of naturally occurring background concentrations as opposed to a release from the landfill. iD Smith Ms. Jaclynne Drummond June 20, 2019 Page 5 The County will continue with the semi-annual groundwater monitoring program for Area D.
