STATUS OF PERMIT: The Notification Letter was issued by the Solid Waste Section on October 10, 1996. The site is recorded in deed book 1542, page 905. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Pagel of 3 NORTH CAR()LINAD_E Q�� OepaNnent of Envimnm.nbl W.I� ADDITIONAL COMMENTS FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section A copy of the new LCID rules, which became effective on January 1, 2021, were provided to Mr. Whitley at the time of this inspection. Please read through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within 5 years of the effective date, notified LCID landfills will need to be properly closed or will need obtain a permit from the Division of Waste Management. 1. The site is only used by the employees of J.P. Edwards, Inc. 2. Permanent, easily visible markers are in place to show the edge of waste area for the landfill. 3. The signs at the entrance to the landfill are installed and posted as required. 4. The access road to the facility is being managed properly at this time. 5. The landfill working face was less than one acre and is being managed properly at the time of this inspection. The working face is being covered monthly as required. 6. The side slopes are to be kept at a slope of no greater than 3: 1. This includes the working face. 7. Some metal debris was identified on the working face. The metal is not an inert material and needs to be removed and properly disposed of. 8. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up inspection in 30 days to ensure issues noted in this inspection report have been addressed.
