The subject site is comprised of Forsyth County Tax Parcel 6876-91-1024 and totals 14.94 acres. The subject site is depicted on Figure 1, included in the Figures Section. The work was conducted in accordance with the Vapor Intrusion and Soil Sampling Work Plan Revision 2, dated June 26, 2020 and approved by Mr. Bill Schmithorst with the NC DEQ Brownfields Program in an email dated July 8, 2020. Kerner Village Shopping Center Additional Assessment Report Kernersville, North Carolina August 2020 2 2 BACKGROUND Phase I ESA Trammco conducted a Phase I ESA in July 20191 and identified the following recognized environmental conditions (RECs):  Trammco staff interviewed the current owner of the on-site dry cleaner. The on-site dry cleaner currently uses a petroleum-based chemical in its process. The owner stated that historically the onsite dry cleaner used tetrachloroethene (PCE) for a short time (four years). The historical use of PCE at the on-site dry cleaner is considered a REC to the subject site.  Several soil stockpiles were located along the eastern subject site boundary. The stockpiles were short (2 to 3 feet tall) and were overgrown with brush and trees. The stockpiles were likely left behind during the initial grading/construction of the shopping center. Soil piles of unknown origin are considered RECs to the subject site.  Camelot Cleaners, a former dry cleaner located upgradient of the subject site, had a release of PCE to soil and groundwater. The Camelot Cleaners groundwater plume has migrated onto the subject site2. Based on the groundwater data reviewed, PCE concentrations within this plume appear to be the highest in the 35-foot depth zone. The migration of groundwater contamination onto the subject site from an adjacent dry cleaner is considered a REC to the subject site.  Based on data from the Camelot Cleaners report, an off-site former BP fueling station appears to have had a release of petroleum to groundwater, which is impacting groundwater on the western portion of the subject site. The migration of groundwater contamination onto the subject site from an adjacent fueling station is considered a REC to the subject site. Phase II ESA Trammco conducted a Phase II ESA in July 2019 to investigate the previously identified RECs.  Ten groundwater samples were collected for volatile organic compound (VOC) analysis. Kerner Village Shopping Center Additional Assessment Report Kernersville, North Carolina August 2020 3 samples at concentrations ranging from 1.0 micrograms per liter (µg/L) to 11.8 µg/L3. The highest detected concentration was collected within the footprint of the known Camelot Cleaners groundwater plume. The other two detections were from a deep groundwater sample collected in close proximity to the previously defined Camelot Cleaners PCE plume and from a shallow sample collected behind the on-site dry cleaner. No other chlorinated compounds were detected, and no petroleum-related compounds were detected.  Four hand auger borings were advanced inside the on-site dry cleaner, and soil samples were collected for VOC analysis. Two hand auger borings were advanced in the stockpiles for VOC and polynuclear aromatic hydrocarbon (PAH) analyses. VOCs were not detected in any of the four interior soil samples, and no VOCs or PAHs were detected in the stockpile samples.  Three soil gas samples were collected below the floor slab in the on-site dry cleaner for VOC analysis. Several VOCs were detected at low levels in the three soil gas samples. Dry-cleaning related compounds, including PCE, trichloroethene (TCE), and cis-1,2- dichloroethene (cis-DCE), were detected at concentrations below the NC DEQ Non- Residential Sub-Slab Soil Gas Screening Levels. No other dry-cleaning related compounds were detected, and none of the soil gas detections exceeded the screening levels. Soil Gas Investigation In July 2019, Trammco collected 17 soil gas samples from various areas of the subject site4. PCE was detected in eight of the 17 samples at concentrations ranging from 8.5 to 30 µg/m3, and trichloroethene was detected in one of the samples at 33 µg/m3. No other dry-cleaning related compounds were detected, and none of the VOCs detected exceeded the EPA Soil Gas Screening Levels. Kerner Village Shopping Center Additional Assessment Report Kernersville, North Carolina August 2020 4 3 SUBSURFACE INVESTIGATION 3.1 Overview On July 15-17, 2020, Trammco collected additional soil and soil gas samples at the subject site in accordance with the Vapor Intrusion and Soil Sampling Work Plan Revision 25 dated June 26, 2020. The assessment included:  two hand auger borings within the on-site dry cleaner (one at the dry-cleaning machine and one at the former waste storage area), one soil sample each for semi-volatile organic compound (SVOC), RCRA metals, and hexavalent chromium analyses;  two composite soil samples from the soil stockpile located in the eastern portion of the subject site for RCRA metals and hexavalent chromium analyses;  and six soil gas samples collected at various locations for VOC analysis. Sampling locations are shown on Figure 2. A discussion of sampling methods and analytical results is included below. 3.2 Sampling Methodology and Locations 3.2.1 Soil Sampling Three hand auger soil borings (HA2-1, HA2-1R, and HA2-2) were advanced inside the on-site dry cleaner at the locations shown on Figure 3. Boring HA2-1 encountered refusal at 1 foot below ground surface (ft-bgs), and no samples were collected from this boring. Borings HA2-1R and HA2-2 were each advanced to 4 ft-bgs. Boring HA2-1R was advanced adjacent to the existing dry-cleaning machine, which, according to the owner of the dry cleaner, is in the same location as the historical PCE machine. Boring HA2-2 was located inside the boiler room where dry cleaning solvent drums were reportedly previously stored. These borings were first advanced to 3 ft-bgs at which time the hand auger bucket was decontaminated with a phosphate free detergent solution and rinsed with distilled water. The borings were then advanced to 4 ft-bgs, and soil samples were collected from the 3-4 ft-bgs section. The samples were homogenized and placed into laboratory supplied unpreserved 4-oz. glass jars. Two composite soil samples (SPC-1 and SPC-2) were collected from the soil stockpiles on the east side of the property (Figure 4). Within the northern area, the hand auger was advanced into five individual stockpiles to a depth of 1 ft-bgs. Similar volumes of soil from each of the five hand auger borings were placed together and homogenized. A sample of the composited material (SPC-1) was then placed into unpreserved glass jars for RCRA metals and hexavalent chromium analysis. These same procedures were used to collect sample SPC-2 from the southern area of the stockpiles. The samples were logged under standard chain-of-custody procedures, placed on ice in a cooler, and delivered to Pace Analytical in Huntersville, North Carolina for laboratory analysis of SVOCs by methods 8270E and 8270E SIM, RCRA metals by 6010 and 7471, and hexavalent chromium by 7199. 3.2.2 Soil Gas Sampling Six soil vapor implant probes were installed at the subject site. These locations are shown on Figure 5. Two of the samples, SS5A and SS7A, were installed in the approximately locations of 2019 soil gas samples SS-5 and SS-7, respectively. The remaining samples (SS821E1, SS821E2, SS821G1, and SS821G2) were collected in the suites located on either side of the on-site dry cleaner. To set the probes, 1-inch holes were drilled through the floor slab and a few inches into the underlying soils. The probe was set in place with tubing extending to the ground surface. Sand was placed around the probe, and wetted bentonite was packed in the tubing anulus for the entire depth of the floor slab. The probes were allowed to equilibrate overnight prior to sampling. Prior to sampling, a helium leak test was performed at each location. The results of the leak test were within the industry acceptable limits. The soil gas samples were collected in negatively pressurized 400-mL SUMMA canisters. Soil gas samples were logged under standard chain-of-custody procedures and delivered to H&P Mobile Geochemistry in Carlsbad, California for laboratory analysis of VOCs by method TO-15. A soil gas sampling field report is included in Appendix B. 3.2.3 Field Quality Control The hand auger was decontaminated with a phosphate free detergent and distilled water between soil borings and prior to collecting each soil sample. Disposable gloves were worn throughout the sampling processes. The gloves were replaced after each sample was collected to minimize the potential for cross-contamination between samples. 3.3 Analytical Results The analytical data is summarized in the tables presented in the Tables Section. Laboratory analytical reports are included in Appendix A. Kerner Village Shopping Center Additional Assessment Report Kernersville, North Carolina August 2020 6 Soil Low concentrations of SVOCs (anthracene, fluoranthene, 2-methylnaphthalene, and/or phenanthrene) were detected in the two samples collected inside the on-site dry cleaner at estimated concentrations several orders of magnitude lower than the respective Preliminary Soil Remediation Goals (PSRGs, see Table 1). Several metals were also detected in these samples, with most of these detections being below the PSRGs. Arsenic and hexavalent chromium were detected at concentrations exceeding one or more of the screening levels:  Arsenic was detected in both samples at concentrations of 5.3 milligrams per kilogram (mg/kg) and 8.3 mg/kg. According to Duke University6, the average soil concentration of arsenic in undisturbed areas of the United States ranges from 0.1 mg/kg to 97 mg/kg, with an average of 7.2 mg/kg. Furthermore, a North Carolina Department of Agriculture study of 3,286 soil samples collected in North Carolina found average arsenic background levels of 4.5 mg/kg, and a USGS study of 83 samples from across North Carolina found an average arsenic concentration of 3.7 mg/kg. The detections of arsenic associated with subject site appear to be within the background concentration range and do not appear to indicate an exceedance of the PSRGs due to a release of regulated constituents.  Hexavalent chromium was detected as an estimated value (J-flagged) in sample HA2-2 (3-4) at 0.602 mg/kg. Although this concentration exceeds the Residential PSRG of 0.68 mg/kg, it is less than the laboratory reporting limit (1.19 mg/kg) and only slightly above the laboratory method detection limit (0.305 mg/kg). The hexavalent chromium detection, along with the highest concentration of each of the other analytes detected in the soil samples collected from within the dry cleaner in 2019 and 2020, were input into the North Carolina DEQ Risk Calculator. The results of the model indicated that the Residential Soil Carcinogenic Risk (9.8 x 10-6) and the Hazard Index (1.7 x 10-1) are below the North Carolina risk thresholds of 10-4 (carcinogenic) and 1 (non-carcinogenic). Pages from the risk calculator are included in Appendix C. Tables 1 and 2 summarize the soil analytical data for SVOCs and metals, respectively. Figure 3 shows the sample locations inside the on-site dry cleaner and summarizes the detections. Two composite soil samples were collected from the stockpiles along the eastern subject site boundary and analyzed for RCRA metals and hexavalent chromium. Hexavalent chromium was not detected in either of the two soil samples. Several RCRA metals were detected in the soil samples; however, none of the detections exceeded the screening level values with the exception of arsenic, which was detected at concentrations of 2.1 mg/kg and 4.9 mg/kg. Kerner Village Shopping Center Additional Assessment Report Kernersville, North Carolina August 2020 7 these concentrations are within the background concentration range and do not appear to indicate an exceedance of the PSRGs due to a release of regulated constituents. Table 2 summarizes the soil analytical data for metals. Figure 4 shows the composite sample locations and summarizes the detections. Soil Gas Six soil gas samples were collected at the subject site. VOCs, including chloroform, dichlorodifluoromethane, trichlorofluoromethane, 1,2,4-trimethylbenzene, toluene, and PCE, were each detected in one or more of the samples. Non-Residential Target Sub-Slab Soil Gas Concentrations (TSSSGCs) were determined using the EPA Vapor Intrusion Screening Level Calculator with carcinogenic and non-carcinogenic risk levels of 10-6 and 1, respectively. PCE was detected in samples SS821G1 and SS821G2 at concentrations of 7.7 and 8.9 µg/m3, which are both significantly lower than the TSSSGC of 1,570 µg/m3. No other dry-cleaning related compounds were detected, and none of the soil gas detections exceeded the screening levels. Table 3 summarizes the soil gas sampling results are compares them to the TSSSGCs. Figure 5 shows the soil gas sample locations and summarizes the results for detected compounds. Soil gas concentrations were entered into the NC DEQ Risk Calculator. The highest concentration of each constituent detected during the July 2020 sampling event was input into the calculator. The results of the calculator indicate that the cumulative soil gas risk does not exceed the NC DEQ established levels of 10-4 (cancer) and 1 (noncancer). Kerner Village Shopping Center Additional Assessment Report Kernersville, North Carolina August 2020 8 4 CONCLUSIONS AND RECOMMENDATIONS Trammco conducted a Phase I ESA in July 2019 and discovered that a groundwater plume from an upgradient former dry cleaner had migrated onto the subject site. Soil, groundwater, and soil gas samples were collected on the subject site in July 2019. These samples confirmed the presence of the VOC groundwater plume but indicated that sub-slab soil gas concentrations do not present a vapor intrusion risk at subject site buildings. This sampling also indicated that a release had not occurred from the on-site dry cleaner and that the stockpiled soil at the eastern subject site boundary does not exceed the PSRGs. In July 2020, Trammco collected additional soil and soil gas samples at the subject site. The July 2020 data further confirmed 1) that the VOC plume that migrated onto the subject site does not pose a vapor intrusion risk, 2) that a release has not occurred at the on-site dry cleaner, and 3) that the stockpiled soil at the eastern subject site boundary does not exceed the PSRGs and/or background concentrations. The data collected from the subject site indicates that the VOC plume that migrated onto the subject site does not pose an exposure risk and that no on-site releases have occurred. Based on this information, no additional sampling is recommended for the subject site.
