STATUS OF PAST NOTED VIOLATIONS:

1. 15A NCAC 13B .0566 (3), "All waste shall be covered with no less than six inches of soil monthly, or when
the working face reaches one acre in size, whichever occurs first."
PARTIALLY RESOLVED: A majority of the landfill has been covered with soil and has established vegetation.
Several uncovered piles of asphalt waste and stumps were located to the east of the entrance road. The asphalt
waste and stumps need to be covered with six inches of soil monthly or when the working face reaches one acre
in size, whichever occurs first. If the area will not have additional wastes placed on them, the disposal area shall
be covered with no less than one foot of soil cover, sloped to direct the flow of surface water from the landfill,
and stabilize the soil cover with vegetative ground cover.
2. 15A NCAC 13B .0566 (5), "Erosion control measures, structures, or devices shall be utilized to prevent silt
from leaving the site and to prevent on -site erosion, and shall comply with 15A NCAC 04."
RESOLVED: The Site was completely stabilized with vegetation. No evidence of erosion was observed at the
time of this inspection.

RESOLVED: At the time of this inspection, no waste was observed to have been disposed of in water.
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
A copy of the new LCID rules, which became effective on January 1, 2021, are provided with this report. Please read
through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within 5 years of
the effective date, notified LCID landfills will need to be properly closed or obtain a permit from the Division of Waste
Management.
1. Edge of waste markers were not visible during this assessment. Edge of waste markers need to be installed to
ensure that the waste footprint is under the 2-acre limit.
2. The locking cable at the entrance of the facility was not locked during this inspection.
3. No signage was visible at the entrance of the site.
4. Non -conforming wastes, such as a refrigerator, plastic corrugated drainage pipe and other miscellaneous plastic
waste, were observed to the left of the entrance road. The non -conforming wastes need to be removed and
properly disposed of.
5. Digital pictures were taken during the inspection.
6. This site appears to have been inactive for some time. Ensure that all the wastes have been covered and vegetation
has been established over the site. Ensure that the site has been closed in accordance with the attached rules.
7. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
