The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

A copy of the new LCID rules, which became effective on January 1, 2021, are provided with this report. Please read
through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within 5 years of
the effective date, notified LCID landfills will need to be properly closed or obtain a permit from the Division of Waste
Management.
1. The facility is a notified land clearing and inert debris (LCID) landfill. The disposal area for the notified LCID
landfill shall remain under two (2) acres. The site was reportedly used for the disposal of inert debris from a
school demolition in 1994.
2. The facility is properly secured with a locked gate.
3. Edge of waste markers were not visible during this assessment. Permanent edge of waste markers need to be
installed identify and to ensure that the waste footprint is under the 2-acre limit.
4. To the west of the entrance road, an area of exposed brick had been pushed to the south, towards the tree line. In
accordance with 15A NCAC 13B .0566 (3), "All waste shall be covered with a minimum of six (6) inches of
soil monthly, or when the working face reaches one (1) acre in size, whichever occurs first."
5. To the northwest of the entrance road, an area of uncovered concrete and yard waste was observed. Charred wood
was observed near the center of the yard waste. Immediately stop the burning of waste at the facility. Burning
of waste is prohibited and is in violation of North Carolina Air Quality Rules.
6. Several stockpiles of soil and gravel were observed throughout the site. The soil and gravel stockpiles are not
to be stored on top of the waste footprint.
7. Digital pictures were taken during the inspection.
8. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
