OBSERVED VIOLATIONS: NONE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1) Received complaint of Victory Septic dumping waste pumped from septic systems on their property, digging holes with backhoe, and strong waste smell. I inspected the place where the pump trucks are parked, the office location, and Victory’s permitted Septage Detention Facility and Septage Land Application Site. 2) The required signage was present at Field 2. 3) The access road was in good shape. 4) Required markers were present. Markers were up and visible on all three fields. 5) No septage discharges noticed outside of the permitted boundaries of the fields, in the field borders, or along the access road to the fields. 6) Signs of previous applications to Field 3. No application issues noticed. No spot dumps, thick applications, or grease burns noticed. 7) All three fields need to be harvested. Remember the 30-day waiting period between the last septage application and when the crop can be harvested. 8) No objectionable odors noticed today. 9) No recent application noticed. pH not checked. 10) Setback distances appear to be as permitted. 11) No violations noticed. 0BPicture of Field 3.
