STATUS OF PERMIT: Active EXPIRES: 10/28/2021 PURPOSE OF SITE VISIT: Routine STATUS OF PAST NOTED VIOLATIONS: No violations noted on the previous inspection. OBSERVED VIOLATIONS: 1) A small septage spill was in the field in front of the detention tanks. See picture below. The spillage of septage on the ground is a violation of Rule .0838(j) that states “Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of septage onto the ground surface or exterior surface of the detention system, including septage in pipes used for transferring waste to and from vehicles.” Please ensure that this and any other spill of septage is cleaned up. No septage should be on the ground. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1) The required signage is present along the access road before you get to the detention tanks. 2) Access road in good shape. 3) The four (4) tanks were accessible for inspection. An access hole to the inground concrete tank was uncovered. For safety reasons, please cover the hole when tank is not in use. 4) Tanks appear to be ok. No leaks noticed. Also, two (2) steel tanks present at the facility that are not being used and are not noted in the permit. Adding the two tanks or using the two tanks as replacement tanks will require a permit modification. Please let Connie Wylie, Brett Martin, or me know whenever you plan to place the two tanks into service. 5) Septage spill noticed on the ground in the field in front of the tanks. As noted in “Observed Violations,” this is a violation of Rule .0838(j). No septage should be on the ground. I called Stacy and talked to him about the septage on the ground. Please ensure that all septage spills are cleaned up and the septage is properly disposed of. 6) No odor or vector issues observed. 7) No change noticed that would affect setback distances. 0BSeptage spill observed on the ground in front of the tanks. 1BIn ground 2,000 gallons concrete pump tank.
