Subject: Landowner Authorization to Operate a Septage Detention and Treatment Facility
Mr. Malik,
The Division of Waste Management's, Solid Waste Section (Section) is in receipt of an application
from GreaseOutlet.com LLC for renewal of a permit to operate a septage detention and treatment
facility at 201 Walker Street in Raleigh (the "Facility"). Pursuant to 15A NCAC 13B .0837(c)(10),
permit applications submitted by an applicant who is not the landowner of the property upon which
the septage detention and treatment facility will be operated must include "written authorization
to operate a septage detention or treatment facility" signed by the landowner.
While a third -party lease agreement was included in the renewal application package, in an effort
to eliminate any uncertainty regarding this requirement, the Section generally requests that the
landowner complete the enclosed landowner authorization form. As a result, the Department is
now requesting your position on whether you authorize your tenant, GreaseOutlet.com LLC, to
operate a septage or treatment facility at the property in question and your willingness to complete
the enclosed landowner authorization form. The authorization form can also be accessed on our
website using the below link:
