Rocky Mount, North Carolina 27802 GPS COORDINATES: N: 35 °99492 E: - 77 °75092 FACILITY CONTACT NAME AND PHONE NUMBER: Name: Brad Kerr, PW Director Telephone: 252 972 1120 office – 252-343-3220 cell Email address: brad.kerr@rockymountnc.gov Fax: 252 972 1173 FACILITY CONTACT ADDRESS: Mr. Brad Kerr, Public Works Director City of Rock Mount PO Drawer 1180 Rocky Mount, North Carolina 27802 PARTICIPANTS: Steven Spruill – Streets & Stormwater Superintendent Chris Pridgen – Stormwater & Maintenance Supervisor John College – NCDEQ- DWM-SWS-FOB STATUS OF PERMIT: Active, Permit (PTC – phase VI & PTO – phases VI and VII) for 33G - LCID was issued October 01, 2020 and expires October 01, 2025 PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS: 01 - Facility Signage has required information. 02 - Road is constructed of All-Weather materials. 03 - Facility is secured by a locking gate at the entrance off Old Battleboro Road and at the entrance of this LCID. 04 - All Edge of Waste markers are in place. 05 - West side slope of landfill has been graded and ALL waste appears to be inside of the landfill footprint. 06 - Adequate pile of soil cover material and mulch is stored on-site. 07 - Facility has a small working face and equipment on-site to keep up with demand. 08 - There were discussions during this inspection about the use of street sweepings for cover materials. Facility is working with NCDWM Permitting Section (Donna Wilson) to have testing done to see if sweeping waste will meet the standards for use. 09 - Incoming load records are kept on-site and were reviewed. 10 - A rain gauge is being maintained by the WWTP and provides the rainfall data. 11 - The service area is Nash & Edgecombe Counties. 12 - All waste has good cover across the total site. 13 - No leachate breakouts were noted during this inspection. 14 - Cover records were not reviewed. 15 - There was no non-conforming waste noted during this inspection. 16 - This facility is NOT OPEN to the public. 17 - Overall facility appears to be managed well. 18 - Digital pictures were taken during this inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
