The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. Yadkin County is planning a project that will include the replacement and relocation of the scales and scale
house used in conjunction with the county's transfer station (permit# 9903). Because this project will take place
adjacent to the closed MSW landfill and in the vicinity of the landfill gas and groundwater monitoring systems
for both closed landfills, it is necessary that the county coordinate the design and placement of these structures
with the Solid Waste Section. You may contact Hydrogeologist Ervin Lane (ervin.lane(&ncdenr.gov) and
Permit Engineer Jordan Russ (lordan.russ(&ncdenr.gov) for assistance.
2. The facility conducts semi-annual groundwater monitoring as required. The latest groundwater sampling events
occurred on October 17-18, 2019 and on March 26, 2020. Reports covering these sampling events were
reviewed online and verified.
3. Landfill gas monitoring is conducted quarterly, as required. Copies of the four most recent landfill gas
monitoring reports were provided following the inspection. Review of these reports verified that these sampling
events took place on December 22, 2020, September 17, 2020, June 16, 2020, and March 26, 2020.
4. Upon arrival at the facility, Mr. Cain was notified of the inspection. No county solid waste staff were present
during the field inspection of the facility.
5. An old landfill roadway bisects the top of the closed MSW landfill. The roadway provides access to the east end
of the landfill, and also to the remnants of a perimeter roadway leading around the southern slope of the landfill.
Landfill slopes on the east side of the facility are steep with stands of mature trees. (Please see comments 11
and 12 below for additional information.)
6. A complete inspection of landfill gas and groundwater monitoring wells was undertaken in 2018, and
deficiencies in non -water supply well construction standards were observed and addressed by Yadkin County.
In a letter dates October 24, 2018, Jonathan Pfohl, Municipal Engineering Services Company, PA, on behalf of
Yadkin County, certified that all required repairs and upgrades to the landfill gas and groundwater monitoring
system had been completed.
7. A random sampling of groundwater and landfill gas monitoring wells was observed. Each of the wells inspected
was found to be protected by a steel case set in a concrete collar with a locking lid. In addition, each had a
padlock affixed as required, and each was identified with a permanent metal tag.
8. Several of the monitoring wells were observed to have vegetation encroaching on the concrete collar
surrounding the well casing. Please ensure that all landfill gas and groundwater monitoring wells are
maintained so that they are easily accessible and free from encroaching vegetation.
9. The tops of the closed C&D and MSW landfills had been bush hogged and mowed and appeared to be in good
condition overall.
10. A small area of ponding water was observed on the top of the MSW landfill near the tree line that runs along the
top of the northern slope, east of the former scrap metal collection area. The water appeared to be collecting in
tire ruts, possibly created as a result of mowing operations. Please perform maintenance to fill the ruts and
re -seed the area to prevent water from ponding over the waste mass.
11. The sediment basin located between the closed MSW and C&D landfills requires maintenance. Trees were
observed to be growing throughout the basin, and the inlets appear to be full of sediment. This issue had been
discussed during previous inspections. Please perform maintenance to remove sediment, trees and any
other debris that is blocking inlets and preventing the basin from functioning as designed.
12. Other erosion control measures, including swales, berms and ponds located throughout the closed facilities,
appeared to be functioning properly.
13. Please ensure that the closed landfills are inspected regularly so that any damage to the tops or side
slopes is identified and repaired as it occurs, and that the integrity of the landfill caps is maintained as
required.
14. The county's tree management plan, provided previously, includes monitoring all remaining trees on top of the
closed landfills or on the landfill slopes, removing those that die or become damaged, and making repairs to the
caps as necessary after tree removal. Please ensure that any new woody growth on the closed landfills is
removed as it appears, and that existing trees are monitored so that dead or damaged trees are identified
and removed promptly, as specified in the county's tree management plan.

15. The scrap metal collection area, previously located near the northwest tip of the closed MSW landfill, has been
moved to the concrete bunkers near the tire trailers and electronics collection pad. Considerable debris remains
in the old collection area, and it is unknown whether the cap of the closed MSW landfill has been affected by
scrap metal collection and stockpiling in this area. During a site visit to discuss the replacement and relocation
of the county's scale house and scales on January 11, 2021 and again during a subsequent phone conversation,
this area of the closed MSW landfill cap was considered and the following actions were discussed in detail.
Please ensure:
All debris remaining from the scrap metal stockpile is screened out of the soil and removed to
the transfer station tipping floor for proper disposal.
The waste boundary of the closed MSW landfill is accurately identified in the area
surrounding the former scrap metal collection unit, and then marked through the installation
of permanent edge of waste markers.
If damage to the closed MSW landfill is discovered, ensure that the cap is repaired and
restored as required.
