PURPOSE OF SITE VISIT: Partial Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Pagel of 3 NORTH CAR()LINAD_E Q�� OepaNnent of Envieonmenbl Wel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS The City of Durham Transfer Station is located at 2115 E. Club Boulevard. The property also contains the Durham Compost Facility, permit 3204, the closed City of Durham MSW Landfill, permit 3201, and the City of Durham Household Hazardous Waste Facility, permit 3212. In addition, the closed City of Durham Transfer Station, 3212T- TRANSFER-1999 is next to the new transfer station. This facility is permitted to receive municipal solid waste generated within areas consistent with the service area of the receiving landfill. Waste must be transported for disposal to an appropriately permitted sanitary landfill. The facility is also permitted to receive white goods and scrap tires. The following, at a minimum, must not be accepted for disposal at the facility; hazardous waste, liquid wastes, regulated medical waste, sharps not properly packaged, regulated -asbestos containing material. The following observations were made during the January 12, 2021 inspection: 1. Waste must be stored in transfer trailers constructed, operated, and maintained to be leak resistant. During the inspection, a transfer trailer full of waste pulled out from the loading bay and was leaking leachate from the back of the trailer (Figure 1). Once Davy Conners pointed this out, facility staff responded by taking the trailer onto the tipping floor to capture the leachate while they removed waste from the back door of the trailer that was causing the leak. Make sure to inspect trailer prior to and after loading for leachate leaks. Figure 1: Transfer trailer leaking leachate. 2. The tipping floor and transfer trailer loading area were maintained in a clean and sanitary condition (Figure 2). Windblown waste was minimal and picked up daily. Random waste screening inspections records were electronically reviewed prior to the inspection from December 1, 2020 through December 31, 2020. 4. The facility is permitted to receive white goods. White goods collection areas shall provide for the proper removal of chlorofluorocarbon refrigerants. Ms. Williman stated that she was unsure if the equipment to remove freon was working properly or if the gauge was just not working. Make repairs to or replace the CFC removal equipment so that the collection facility can remove CFC refrigerants in accordance with the permit and rules.
