1.0 SITE DESCRIPTION
The site consists of a warehouse building located at 4831 Express Drive in Charlotte,
Mecklenburg County, North Carolina. The warehouse is currently vacant but was most recently
occupied by the FedEx Express (FedEx). The southwestern corner of the warehouse building
(Exhibit 1) contains a former vehicle maintenance service bay including a hydraulic lift system
comprised of two sets of two -cylinder in -ground hydraulic lifts, an associated aboveground
hydraulic oil reservoir tank with subgrade supply lines, and a subgrade sump/vault that contained
one of the two -cylinder hydraulic lifts. The former FedEx facility is located on a parent tract that is
owned and operated by Charlotte -Douglas International Airport. The parent tract is identified on
the Mecklenburg County GIS website as Parcel No. 115-211-09.
Terracon Consultants Inc. (Terracon) was contracted to provide oversight and document the
decommissioning activities of the hydraulic lift system including the removal of the in -ground lift
cylinders, hydraulic oil reservoir tank and associated components located within the service bay
formerly operated by FedEx.
2.0 SCOPE OF SERVICES
Terracon's Initial Abatement Action Report was performed in accordance with Master
Environmental Services Agreement No. 16-0824 between FedEx and Terracon and Task Order
No. 026EM dated May 20, 2020. The scope of services included oversight of decommissioning
activities and documentation of the removal of the hydraulic lift system, associated piping, and
the collection of soil samples to evaluate potential impacts to the surrounding soils resulting from
the former operations of the hydraulic lift system. During decommissioning, oil -impacted soils
were encountered near the lift system components resulting in additional excavation activities
performed at the site.
2.1 Standard of Care
Terracon's services were performed in a manner consistent with generally accepted practices of
the profession undertaken in similar studies in the same geographical area during the same time.
Terracon makes no warranties, either expressed or implied, regarding the findings, conclusions,
or recommendations. Please note that Terracon does not warrant the work of laboratories,
regulatory agencies, or other third parties supplying information used in the preparation of the

report. The services were performed in accordance with the scope of work authorized by our
client, as reflected in our proposal and were not conducted in accordance with ASTM E1903-11.
2.2 Additional Scope Limitations
Findings, conclusions, and recommendations resulting from these services are based upon
information derived from the on -site activities and other services performed under this scope of
work; such information is subject to change over time. Certain indicators of the presence of
hazardous substances, petroleum products, or other constituents may have been latent,
inaccessible, unobservable, non -detectable, or not present during these services; thus, we cannot
represent the site is free of hazardous substances, toxic materials, petroleum products, or other
latent conditions beyond those identified during this investigation. Subsurface conditions may vary
from those encountered at specific borings or wells or during other surveys, tests, assessments,
investigations or exploratory services. The data, interpretations, findings and our
recommendations are based solely upon data obtained at the time and within the scope of these
services.
2.3 Reliance
This report has been prepared for the exclusive use of FedEx Corporation. Any authorization for
use or reliance by another party (except a governmental entity having jurisdiction over the site) is
prohibited without the expressed written authorization of FedEx Corporation and Terracon. Any
unauthorized distribution or reuse is at the sole risk of FedEx Corporation. Reliance by authorized
parties will be subject to the terms, conditions and limitations stated in our proposal.
3.0 FIELD INVESTIGATION METHODS
Terracon conducted the field work under a health and safety plan developed specifically for this
project. Work was performed using United States Environmental Protection Agency (USEPA)
Level D work attire consisting of a hard hat, safety glasses, safety vest, protective gloves and
protective boots.
3.1 Decommissioning Activities
Terracon mobilized to the site from May 26 through May 29, 2020 to direct the decommissioning
and removal of the hydraulic lift system. The system was comprised of two sets of two -cylinder
in -ground hydraulic lifts (four total lifts). One set of cylinders was located on a hanging rail within
a concrete -lined subgrade sump/vault. The second set of cylinders was located adjacent and
southwest of the vault. Lift system decommissioning activities were completed by Concord
Industrial Services Company (CISCO) and included the removal of the two sets of two -cylinder
lifts, the aboveground hydraulic oil reservoir, and associated piping. After the lift system
components were removed, the subgrade vault was cleaned using a power washer. The oil and

wash -water mixture contained within the vault was removed using a vacuum tanker truck, 136
gallons of petroleum contact water were removed from the site during the decommissioning
activities. Oil -impacted soils were encountered during the excavation and removal of the second
set of lift cylinders. Approximately 15.65 tons of petroleum -impacted soil were removed during
the excavation activities. The location of the excavation and lift system is depicted on Exhibit 2.
Site photographs documenting the decommissioning activities and waste manifests are provided
in Appendix A.
3.2 Soil Sampling Activities
Following the removal of the hydraulic lift system components and accessible petroleum -impacted
soils, five soil samples (SE Wall, SW Wall, NW Wall, NE Wall and Bottom) were collected from
the floor and sidewalls of the excavation on May 28, 2020 to confirm impacted soils had been
effectively removed. An additional soil sample (PILE) was collected from the stockpiled soils. The
four sidewall samples (SE Wall, SW Wall, NW Wall, NE Wall) were collected at depths ranging
from 5 to 6 feet below ground surface (bgs) while the Bottom sample was obtained from the base
of the excavation at a depth of approximately 10 feet bgs. The sample locations are depicted on
Exhibit 2. Soils collected from the excavation were initially screened for volatile vapors using a
photo -ionization detector (PID) during excavation activities. PID screening values ranged from 0.7
parts per million (ppm) to 3.4 ppm in the soil samples obtained from the excavation. Groundwater
was not encountered within the excavation.
The soil samples were placed in laboratory -supplied glassware, labeled and stored in an ice -
packed cooler. The confirmation samples, along with chain -of -custody documentation, were
delivered to Pace Analytical Services in Huntersville, North Carolina for analysis of Extractable
Petroleum Hydrocarbons (EPH) by the MADEP Method, Total Petroleum Hydrocarbons, Diesel
Range Organics (TPH-DRO) by EPA Method 8015, and semi -volatile organic compounds
(SVOCs) by EPA Method 8270. The stockpile sample (PILE) was only sampled for TPH-DRO
and Oil and Grease constituents by Method 9071 to fulfill the requirements of the disposal facility.
4.0 ANALYTICAL RESULTS
4.1 Soil Analytical Results
The detected constituent concentrations in the soils were compared to the Maximum Soil
Contaminant Concentrations (MSCCs), Cleanup Levels and Action Limits established by the
North Carolina Department of Environmental Quality (NCDEQ), UST Section. Soil sample
analytical results are discussed below and summarized in Table 1. A copy of the laboratory
analytical report is included as Appendix B.
Based on the analytical results, the following constituents were detected at concentrations above
the Soil -to -Water MSCCs or the regulatory Action Level:

None of the detected constituent concentrations exceeded the Residential Soil Cleanup Levels.
5.0 CONCLUSIONS AND RECOMMENDATIONS
Based on the scope of services described in this report and subject to the limitations described
herein, Terracon provides the following conclusions.
TPH-DRO (5,610 mg/kg) was detected above the regulatory Action Level of 100 mg/kg in
the Bottom sample.
Aromatic fraction C11-C22 was detected in the bottom (341 mg/kg) and NW sidewall (374
mg/kg) samples above the Soil -to -Water MSCC. The constituent concentrations did not
exceed the Residential Cleanup Level.
Aliphatic fraction C19-C36 was detected in the bottom, SW and NW sidewall samples
below its Residential Cleanup Level.
Approximately 15.65 tons of petroleum -impacted soil were removed from the hydraulic lift
source area.
Groundwater was not encountered during excavation activities.
Based on the findings of our assessment activities, limited hydraulic oil contamination remains in
the on -site soils at concentrations above the Soil -to -Water MSCCs. None of the detected
constituents exceed the Residential or Commercial/Industrial Cleanup Levels.
Terracon recommends petitioning the NCDEQ for closure of the release incident with a Notice of
Residual Petroleum (NORP), since the extent of contamination in the soils is limited, the
surrounding properties are part of the Charlotte -Douglas International Airport property, receptors
were not identified near the facility and the airport operations are provided potable water from
municipal water sources.

1.0 SITE DESCRIPTION
The site consists of a warehouse building located at 6831 Express Drive in Charlotte,
Mecklenburg County, North Carolina. The warehouse is currently vacant but was most recently
occupied by the FedEx Express (FedEx). The southwestern corner of the warehouse building
(Exhibit 1) contains a former vehicle maintenance service bay including a hydraulic lift system
comprised of two sets of two -cylinder in -ground hydraulic lifts, an associated aboveground
hydraulic oil reservoir tank with subgrade supply lines, and a subgrade sump/vault that contained
one of the two -cylinder hydraulic lifts. The former FedEx facility is located on a parent tract that is
owned and operated by Charlotte -Douglas International Airport. The parent tract is identified on
the Mecklenburg County GIS website as Parcel No. 115-211-09.
Terracon Consultants Inc. (Terracon) was contracted to provide oversight and document the
decommissioning activities of the hydraulic lift system including the removal of the in -ground lift
cylinders, hydraulic oil reservoir tank and associated components located within the service bay
formerly operated by FedEx.
2.0 SCOPE OF SERVICES
Terracon's Initial Abatement Action Report was performed in accordance with Master
Environmental Services Agreement No. 16-0824 between FedEx and Terracon and Task Order
No. 026EM dated May 20, 2020. The scope of services included oversight of decommissioning
activities and documentation of the removal of the hydraulic lift system, associated piping, and
the collection of soil samples to evaluate potential impacts to the surrounding soils resulting from
the former operations of the hydraulic lift system. During decommissioning, oil -impacted soils
were encountered near the lift system components resulting in additional excavation activities
performed at the site.
2.1 Standard of Care
Terracon's services were performed in a manner consistent with generally accepted practices of
the profession undertaken in similar studies in the same geographical area during the same time.
Terracon makes no warranties, either expressed or implied, regarding the findings, conclusions,
or recommendations. Please note that Terracon does not warrant the work of laboratories,
regulatory agencies, or other third parties supplying information used in the preparation of the

report. The services were performed in accordance with the scope of work authorized by our
client, as reflected in our proposal and were not conducted in accordance with ASTM E1903-11.
2.2 Additional Scope Limitations
Findings, conclusions, and recommendations resulting from these services are based upon
information derived from the on -site activities and other services performed under this scope of
work; such information is subject to change over time. Certain indicators of the presence of
hazardous substances, petroleum products, or other constituents may have been latent,
inaccessible, unobservable, non -detectable, or not present during these services; thus, we cannot
represent the site is free of hazardous substances, toxic materials, petroleum products, or other
latent conditions beyond those identified during this investigation. Subsurface conditions may vary
from those encountered at specific borings or wells or during other surveys, tests, assessments,
investigations or exploratory services. The data, interpretations, findings and our
recommendations are based solely upon data obtained at the time and within the scope of these
services.
2.3 Reliance
This report has been prepared for the exclusive use of FedEx Corporation. Any authorization for
use or reliance by another party (except a governmental entity having jurisdiction over the site) is
prohibited without the expressed written authorization of FedEx Corporation and Terracon. Any
unauthorized distribution or reuse is at the sole risk of FedEx Corporation. Reliance by authorized
parties will be subject to the terms, conditions and limitations stated in our proposal.
3.0 FIELD INVESTIGATION METHODS
Terracon conducted the field work under a health and safety plan developed specifically for this
project. Work was performed using United States Environmental Protection Agency (USEPA)
Level D work attire consisting of a hard hat, safety glasses, safety vest, protective gloves and
protective boots.
3.1 Decommissioning Activities
Terracon mobilized to the site from May 26 through May 29, 2020 to direct the decommissioning
and removal of the hydraulic lift system. The system was comprised of two sets of two -cylinder
in -ground hydraulic lifts (four total lifts). One set of cylinders was located on a hanging rail within
a concrete -lined subgrade sump/vault. The second set of cylinders was located adjacent and
southwest of the vault. Lift system decommissioning activities were completed by Concord
Industrial Services Company (CISCO) and included the removal of the two sets of two -cylinder
lifts, the aboveground hydraulic oil reservoir, and associated piping. After the lift system
components were removed, the subgrade vault was cleaned using a power washer. The oil and

wash -water mixture contained within the vault was removed using a vacuum tanker truck, 136
gallons of petroleum contact water were removed from the site during the decommissioning
activities. Oil -impacted soils were encountered during the excavation and removal of the second
set of lift cylinders. Approximately 15.65 tons of petroleum -impacted soil were removed during
the excavation activities. The location of the excavation and lift system is depicted on Exhibit 2.
Site photographs documenting the decommissioning activities and waste manifests are provided
in Appendix A.
3.2 Soil Sampling Activities
Following the removal of the hydraulic lift system components and accessible petroleum -impacted
soils, five soil samples (SE Wall, SW Wall, NW Wall, NE Wall and Bottom) were collected from
the floor and sidewalls of the excavation on May 28, 2020 to confirm impacted soils had been
effectively removed. An additional soil sample (PILE) was collected from the stockpiled soils. The
four sidewall samples (SE Wall, SW Wall, NW Wall, NE Wall) were collected at depths ranging
from 5 to 6 feet below ground surface (bgs) while the Bottom sample was obtained from the base
of the excavation at a depth of approximately 10 feet bgs. The sample locations are depicted on
Exhibit 2. Soils collected from the excavation were initially screened for volatile vapors using a
photo -ionization detector (PID) during excavation activities. PID screening values ranged from 0.7
parts per million (ppm) to 3.4 ppm in the soil samples obtained from the excavation. Groundwater
was not encountered within the excavation.
The soil samples were placed in laboratory -supplied glassware, labeled and stored in an ice -
packed cooler. The confirmation samples, along with chain -of -custody documentation, were
delivered to Pace Analytical Services in Huntersville, North Carolina for analysis of Extractable
Petroleum Hydrocarbons (EPH) by the MADEP Method, Total Petroleum Hydrocarbons, Diesel
Range Organics (TPH-DRO) by EPA Method 8015, and semi -volatile organic compounds
(SVOCs) by EPA Method 8270. The stockpile sample (PILE) was only sampled for TPH-DRO
and Oil and Grease constituents by Method 9071 to fulfill the requirements of the disposal facility.
4.0 ANALYTICAL RESULTS
4.1 Soil Analytical Results
The detected constituent concentrations in the soils were compared to the Maximum Soil
Contaminant Concentrations (MSCCs), Cleanup Levels and Action Limits established by the
North Carolina Department of Environmental Quality (NCDEQ), UST Section. Soil sample
analytical results are discussed below and summarized in Table 1. A copy of the laboratory
analytical report is included as Appendix B.
Based on the analytical results, the following constituents were detected at concentrations above
the Soil -to -Water MSCCs or the regulatory Action Level:

None of the detected constituent concentrations exceeded the Residential Soil Cleanup Levels
5.0 CONCLUSIONS AND RECOMMENDATIONS
Based on the scope of services described in this report and subject to the limitations described
herein, Terracon provides the following conclusions.
TPH-DRO (5,610 mg/kg) was detected above the regulatory Action Level of 100 mg/kg in
the Bottom sample.
Aromatic fraction C11-C22 was detected in the bottom (341 mg/kg) and NW sidewall (374
mg/kg) samples above the Soil -to -Water MSCC. The constituent concentrations did not
exceed the Residential Cleanup Level.
Aliphatic fraction C19-C36 was detected in the bottom, SW and NW sidewall samples
below its Residential Cleanup Level.
Approximately 15.65 tons of petroleum -impacted soil were removed from the hydraulic lift
source area.
Groundwater was not encountered during excavation activities.
Based on the findings of our assessment activities, limited hydraulic oil contamination remains in
the on -site soils at concentrations above the Soil -to -Water MSCCs. None of the detected
constituents exceed the Residential or Commercial/Industrial Cleanup Levels.
Terracon recommends petitioning the NCDEQ for closure of the release incident with a Notice of
Residual Petroleum (NORP), since the extent of contamination in the soils is limited, the
surrounding properties are part of the Charlotte -Douglas International Airport property, receptors
were not identified near the facility and the airport operations are provided potable water from
municipal water sources.

The hydraulic lift removal is addressed in the same way as heating oil releases. The site would qualify for closure with a
notice of residual petroleum. I had asked the consultant to research if the parcel already had an existing NORP from
another UST site. If so, there may not need to be another NORP filed to cover this incident. I will be happy to copy you
on future correspondence related to hydraulic removal site. There are other sites in the area. All of those look to be
regulated. I handle unregulated sites in Mecklenburg County (heating oil and hydraulic lifts). Dan Bowser handles most
regulated sites in Mecklenburg County. Dan will be happy to assist you with regulated sites in Mecklenburg County. You

Below is some general information about searching for sites and files within the NC DEQ Division of Waste
Management and UST Section:
All branches/groups within the Division of Waste Management (DWM) have individual interactive Geographic
Information System (GIS) maps available to the public. Click on the Interactive Maps link below. Select the
DWM map you are interested in searching for sites from the right side of the webpage. Use the UST Incidents
map to search for UST sites.

You can enter an address to the map, zoom in on an area, and pan around to see if that group has a site
nearby. When you click on the symbols, site information will be displayed. Scroll down through the site
information. Clicking on the documents link at the bottom will take you to available electronic site files for
viewing and downloading on Laserfiche (pdf format, free to the public).
The Division has a site locator tool that combines the different groups on one map. The combined map is good
for a general locator for UST sites and for a link to available electronic files. The individual Underground
Storage tanks Incidents map and UST Registered Tanks map give more details. See the following link and
information: "The division has created the Division of Waste Management Site Locator Tool
[ncdenr.maps. arc ill that provides free online access to currently available information about the sites that
the Division of Waste Management manages, permits and inventories. The Tool is a GIS-based application that
consolidates all of the Division's sites into an interactive map. It provides this information in a simple map
format, and has the capability to query, create reports, overlay GIS layers, print maps and link to site -specific
documents. The search window has been programmed, so that people can find sites by address, name or
identification number."

Not all UST sites have electronic files. Many files are only available in paper format at the Mooresville
Regional Office (address below).

We were contacted by Federal Express and notified that they had permanently closed a hydraulic lift with a
small quantity of impacted soil being over -excavated. Their consultant, Terracon, is currently working on a
report. It is our understanding that we should be able to get this incident closed via Notice of Residual
Petroleum (NRP), is that agreeable with you? I haven't seen any information on this incident. Do you know of
any other incidents at this facility? Also, please copy me on any correspondence for this incident.
