Fayetteville Street Asheboro, NC 27203 PO Box 1106 Asheboro, NC 27204-1106 PARTICIPANTS: Rusty Turner, Assistant Superintendent of Public Services – City of Asheboro David Hutchins, Director of Public Services – City of Asheboro Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section (SWS) STATUS OF PERMIT: Permit To Operate (PTO) issued November 30, 2016 Permit Approval is for Life-of-Site PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On February 1, 2021, Chuck Kirchner met with Rodney Turner to conduct a comprehensive inspection of the City of Asheboro Recycling and Solid Waste Transfer Station located on Transfer Station Place in Asheboro, Randolph County. 1. The facility is a municipal solid waste (MSW) transfer station owned by the City of Asheboro. 2. The facility is operated by City of Asheboro personnel. 3. City of Asheboro personnel plans to start hauling MSW from the transfer station to the disposal facility immediately. 4. The transfer facility is open Monday through Friday 7:00 am to 5:30 pm. 5. The recycle area at this facility is open Monday, Wednesday and Friday from 9:00 am to 5:00 pm and Saturday 8:00 am to 12:00 pm. The recycle center is at the entrance of the site and is separated from the transfer facility by traffic cones. Residents will not be permitted to drop off MSW waste at the transfer facility according to Mr. Turner. The recycle center is staffed by city personnel. 6. White goods that contain freon are accepted at this facility and are kept separate. Mr. Turner stated that once five or six pieces are collected, city personnel transfer the white goods over to the county recycling center where the freon is recovered. Electronic goods are collected directly from City of Asheboro resident curbsides and transferred directly to the county recycling center according to Mr. Turner. 7. The facility permit, site plan, and operations plan were discussed. 8. The facility will receive solid waste generated in the City of Asheboro and Randolph County according to Mr. Turner. 9. The following are facility Certified Transfer Station Operations Specialist personnel: a. Rusty Turner, certification number TS-2009137, exp. 02/27/2021 b. Bryan Hurley, certification number TS-2016053, exp. 08/05/2022 c. Holden Caviness, certification number TS-2019054, exp. 04/17/2022 d. Barry Hamilton, certification number TS-2016052, exp. 08/05/2022 e. Jerry Crabtree, certification number TS-2019055, exp. 4/17/2022 f. Chad Brady, certification number TS-2016051, exp. 8/05/2022 10. An NC SWANA certification class is scheduled in March at the City of Asheboro Public Works building. 11. The facility shall maintain records of the amount of MSW received. 12. Municipal solid waste will be hauled to the Great Oak Landfill (76-07) in Randleman, Randolph County. Per the facility permit, the facility must haul solid waste to an MSW landfill permitted to accept the waste type and whose service area includes the origin of the solid waste. 13. Mr. Turner stated that the City of Asheboro may also use the Uwharrie MSW Landfill (62-04) if the Great Oak Landfill is not able to accept waste. 14. The facility annual report (FAR) was received by the SWS from Mr. Turner dated July 29, 2020. No MSW waste was received between July 2019 and June 2020. 316.59 tons of recycling was received at the recycling center during this timeframe. 15. During the inspection, there were three empty transfer trailers on site and one transfer trailer in the loading bay. All trailers were inspected and appeared to be in good condition. 16. City of Asheboro owns the transfer trailers and trailers will be transferred to the landfill by city personnel. 17. The facility is required to conduct a waste screening on approximately 1 percent of commercial and industrial loads received. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Mr. Turner stated that a new top layer of concretewas recently installed on the tipping floor.19. The transfer station building appeared to be in good condition.20.The facility has one load-out bay. Load-out bay was observed in good condition and water from recent washdown was flowing into the leachate collection system properly. 21.The transfer station building tipping floor drains toward the load-out bay for leachate collection. The entrance tothe tipping floor has a good lift to prevent leachate from going out the front of the transfer station. In addition,there is a storm grate near the trailer storage area that is connected to the leachate collection system.22.Leachate collection system flows to the City of Asheboro Wastewater Treatment Plant.23.Mr. Turner stated that the leachate collection system separator tanks were cleaned out and the lines were jettedby City of Asheboro personnel last month in preparation for utilizing the facility again. 24. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.25.The facility is secured by a metal gate with lock. 26.Access roads are of all-weather construction.27. The facility has proper signage.28.This facility has met the requirements of 15A NCAC 13B .0401(b) as requested and may accept waste for transferas specified in the permit issued November 30, 2016.
