Preslar 901 Highway 24/27 Midland, NC 28107 NCDOT, GeoEnvironmental Attn: Gordon Box 1589 Mail Service Center, Raleigh, NC 27699-1589 (via email) Dear Sirs: NORTH CAROLINA Environmental Quality January 29, 2021 Re: Acknowledgement of Report Receipt Preslar Exxon/DOT 901 NC Hwy 24/27, Midland Cabarrus County Incident number: 13543 Risk Classification: High Rank: H 194D The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the December 15, 2020 Monitoring Report on December 15, 2020. The report was reviewed and approved on January 29, 2021. The electronic copy has been loaded to the DWM's electronic document storage system (Laserfiche). A Risk, Rank, and Abatement Rating evaluation was conducted on November 14, 2019 for the site (11194D). The site is ranked as high risk due to the presence of two drinking water wells located within 1,000 feet of the source area of the release (WSW-3 & WSW-9) and an irrigation well located within 250 feet of source area (WSW-1 1). The site also contains soil contamination above industrial/commercial Maximum Soil Contaminant Concentrations (MSCCs). The report indicates: North Carolina Department of Environmental Quality I Division of Waste Management Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 • The petroleum source area for the Site is located in the median of NC Highway 24/27. The contaminant plume encompasses the source area as well as a small area along the eastbound right-of-way. • Based on the available data, shallow groundwater appears to flow to the southeast. • The primary constituents above the NC 2L Standards are limited to benzene (MW-4 & MW- 13) and naphthalene (MW-13). Benzene concentration trends are stable in well MW-4 and decreasing in wells MW-1 and MW-13. Although other VOCs were detected, their concentrations were below the NC 2L Standards. Naphthalene concentration trends are stable in MW-4 and decreasing in MW-13. Sulfate concentrations are "probably" (based on Mann -Kendall analysis terminology) decreasing in well WSW-11. Sulfate was detected at less than the NC 2L Standard on the October 2020 event from all sampled wells. The next monitoring report is due by November 30, 2021. Please note that sampling, correction action, and reporting must be conducted in accordance with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms.
