PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – Facility has required signage. Locking gates and fencing for security. 02 – Interior roads are constructed of all-weather materials and well maintained. 03 – This facility has 7 Transfer Station Operations Specialist available: Kelvin Wrighton, expires 11/5/2021, Mike
Chesson, expires 5/18/2021, (Dare County Staff) Shanna Fullmer, expired 10/9/2020, Doug Huff, expires 5/18/2021, Deborah A. Equils, expires 11/3/2022, Thomas Tillett, expired 10/9/2020 (has taken recertification class but no certificate yet. Has receipt.) and Jonathon DeWeese, expires 11/15/2021. 04 – Screening records were not reviewed. 05 – Incoming load tickets reviewed and has required information. 06 – Facility has fire extinguishers and 1inch water hoses for fire control. 07 – This inspection was conducted during working hours. 08 – Overall tipping floor and behind the push walls looks good during this inspection. 09 – The floors and load out drops (no deflectors) have been repaired. Some waste was noted in load out bay 2 that is falling over the side of the trailer, but is removed from the load out bay floor daily. 10 – Floor drains in load out bays were cleaned out and working well during this inspection. 11 – Windblown trash was being picked up during this inspection. 12 – The leachate holding tank was pumped out on January 2, 2021 and has plenty of storage today. 13 – Covid-19 recommendations followed during this inspection.
14 – Permit issued 2/20/2017 was available and reviewed before inspection on John College’s computer. 15 – Trailer loading area looks good today. Facility has 4 empty trailers available for use. 16 – Facility has replaced exhaust fans.
17 – Overall, this facility looked good today. 18 – Digital Pictures were taken during this inspection. Some are attached to this report.

• Clean Tipping Floor and behind push wall.

• Properly working leachate drain and newly replaced exhaust fans.

• Staff is picking up windblown waste from outside of fencing. Leachate tank and loaded trailer areas clean.
